When learning how to draw better, How long does it take to get to your or my sister-in-laws skill level?

I wanna try and learn to draw better but dont know how or where to start.

I have this idea for a drawing of Fluttershy with a ponified Kiriko from Overwatch 2, both petting Kirikos Kitsune fox spirit.

She isn't exactly a brony but my sister-in-law does find the ponies cute. The perfect scenario would be if I could draw it myself and present it to her as a surprise. Maybe around Christmas

My sister-in-law said its some kind of fox spirit.
The wiki describes her as being a bit egotistical or something. She joked about everytime I play as her I comment on how cute she was. 😅 In the animated short for her she does give a stuffed toy fox to a deaf little girl who lived next dorr with I think is her grandfather.

Im not as familiar with the lore as Team fortress 2. Of course, I haven't been able to play that ever since the servers shut down for ps3. God, I miss that game.

One other character i adore personality wise is Dva. According to my sister-in-law she and Kiriko are friends. Shes from South Korea and will occasionally spout Korean. Its also cute.

Her personality is a bit more on the goofy side kinda like Pinkie.
