Ok but he could easily make the wish faaaaar away from Stygian, it’s not like there’s a range limit. What’s Stygia gonna do? Teleport to a place he doesn’t know Starswirl is at, take the lamp he doesn’t know is a wish granting lamp, and make a wish using a powerful being he doesn’t know is in the lamp? What you said entirely depends on Starswirl actually taking out the lamp right in front of Stygian and flat out saying out loud that it contains a genie that must obey the one holding the lamp, and showing Stygian how to summon said genie by rubbing the lamp in front of him.
