At that point it would be better to look into lunar colonization. The Veil can't just expand infinitely, it just covers the planet and doesn't expand outwards in all three dimensions after all.
Also, does it destroy everything human or just living tissue? Because if its just the latter then after it passes "human" civilization will still be intact.
