Based on the fact that they have left over legacy tech i'm going to assume that the technician has been there a very long time and has seniority or they have some very important systems that can't be upgraded for whatever reason, you know like how banks keep hiring cobol programmers instead of moving to something more modern as it's cheaper to maintain the code that works that no one alive comprehends than suffer through the glitches and downtime of replacing it.

Or you know like how the nuclear launch systems are still using 8" floppy disks for security IRL.
