Umm we do realize that the solar guard magic guns use magic and tirek eats magic. I do believe that the rangers riffles are more effective in the case celestia really dropped the ball here.

So instead of silencing Tirek fast and effective with rifles, they rely on magic to defeat the magic eating centaur. That seems totally legit. But well, the season four plot demands it, I guess.
And wow! The Element Bearers are actually doing something in this story for once!
So after Tirek goes all berserk with Discord's help, steals all magic of Equestria and has to be stopped by Twilight and her friends aka the Rainbow Laser of Doom (or John does something unexpected on his own in progress of the S4 final), Celestia will just be proved once more that she should let the military decisions be made by Luna.
Alone her comment that the Solar Guard would be capable enough to handle everything on their own (after a clear and embarassing defeat by the Night Guard), disqualifies her from being taken seriously.

8095835 Tirek doesn't eat magic he drains it from creatures that have magic. If he could eat magic then Twilight wouldn't have been able to fight him at all. Plus he has to be close to drain magic so long range battles against him are totally viable even with magic.

Still, sending the Rangers under John with their rifles (as the just proven and battle ready military unit they are after the war game) would be much safer and faster to handle him as long as he is weak, but naaa. That would be much to easy.

Imagine... weapons that fire hard magic... Incendiary enchanted bullets... Shock bullets..
Hell, with magic... I bet you could even make functioning recoilless Railguns and Coilguns! The many power sources such as Equis' ambient magic, Magic crystals and perhaps innate biological magic from volunteers!

To be honest, you wouldn't need magic to make a railgun work in Equestria since it's just magnetics and a piece of metal being propelled down a tube. (most basic description) Now, Laser weaponry and Plasma Weaponry on the other hoof, would be more viable for a Magitech weapon and then we'll take a chapter from HALO and just recreate a crystal magic based Needler for shits back to the railguns though, the only way i could really see magic being a key factor in their design would be miniaturization to personnel use for your average Infantrypony through spellcraft, otherwise (and basing this off what progress we've made in the field) most Railguns would be to bulky or large with current smallest effectively functioning ones being around the size of a small engine

Rail guns/Coil guns still require an electronic power source. We've only just begun being able to develop 'small arms' variants of these weapons with portable power packs light enough to make the weapons tolerable for infantry use.
Assuming magic allows one to inscribe runes with power, I'd also assume there are acceleration runes and the like, propelling a projectile via magic would make sense, the weapon would have some sort of magic/mana storage that works as a battery pack, and a magazine or container for ammunition. You could use a similar design to a coil or rail gun with a sequence of accelerating runes along the barrel/tube/rails as well as runes for torque to get the projectile spinning for stabilisation.
Plasma is practically useless as a weapon in atmosphere, unless you intend to melt yourself to death as well. Plasma weapons as seen in Halo or Fallout are stupid, the amount of power required to generate the blobs is enough to power entire cities and generates the same amount of heat as a tiny star.
Laser/Particle weapons on the other hand... definitely the next step in energy weapons.
I think for John's next weapon introduction, he should introduce the double barrel, breech loaded shotgun and rifles (large caliber) as well as moving on to a revolver rifle for shotguns rather than the pump.
Another idea for mixing magic and tech is a static, portable shield that can be cast around the sides of a rifle or machine gun, would be really useful for those taking point or holding positions with HMGs, protecting them from angled shots while giving them full capability to fire.
