Actually starting ponies on bolt action rifles that use a .223/5.56mm cartridge won't be bad, they inflict a lot more tissue damage than the larger .308 or british .303 cartridges, they're also lighter and require less material to make. If anything I'd work on making soft tissue bullets like hollow points.
Weight isn't so much of an issue with ponies, I presume, but there are many other reasons we moved away from the .308 as our standard infantry rifle caliber and why the russians moved to 5.45mm.

Are you talking about the cycling mechanism? Because gas and recoil systems are a little bit of a jump from muskets in terms of tech. Easing ponies through from muskets to lever/bolt cycles is the way to go.
