7098619 True though that really depends on whether the Season 6 premiere takes place before or after the Siege of the Crystal Empire arc of the comics. For all we know Sombra's already been reformed due to that arc and thus has no reason to go after the child. He'd be more busy with Radiant Heart anyway.
Doubt it could be Tirek too since he should still be trapped in Tartarus. Kinda pointless to escape, kidnap a child and go back to your prison as if you never left when you could bide your time again.
Nightmare Moon's finished after the Nightmare Rarity thing as far as we know. Starlight reformed and was partially the reason the crystalling even happened. so that rules her out.
