One difference- the Checklist.
The Checklist dictates EVERYTHING in Dusk's life, how he eats, how he walks, how he talks, how he kills, how he breathes, how he get away with murder; everything.
Dexter had the Code of Harry, whereas Dusk Shine created his own set of rules based on other Serial Killers of this time period.
