Neither. The name Kohtaro comes from Kamen Rider Black/Black RX who's one of my favorite Kamen Riders and Hanzō is the name of one of the most famous leaders of the Iga Ninja clan from japan. Although Hanzō is often used for ninjas in fiction and I forgot both Mortal Kombat's Scorpion and a character from Naruto had Hanzō as part of their names.

I have figured out a few things about OP characters, 1st 2 things that you should know before we even start.
[Saitama situation] can't find a challenge, doesn't even have to pull out full strength for anything.
[Goku situation] can find a challenge, but will pull out full strength when those that he cares for are in danger.
These 2 situations seem to be the most widespread, and average.
Now the best way that I have found to restrict OP characters is to use limiters (be they restriction seals, weights, etc).
Because through just limiting them to a certain degree, they get there entertainment (be it through fighting or other such things).
And when those that they care for are in danger they can pull out all the stops (as in limiters are turned off).
As such we turn a boring Saitama situation into a enjoyable Goku situation, were they don't use there full power unless they need to.
P.s in some worlds (Naruto, DBZ, ect) these restrictions are used as a form of training, but after some time they'll need to practice with the restrictions off to get used to there new limits.
After all by making it so your either slower or heavier, you will be much faster after some time when you get used to it.

Also you know what.. I figured out that if you fill these categories then you have a high chance to be in the CRA (Clan Revival Act) whether you want to, or not.
[Special ability] (be it a bloodline, kekkei genkai, ect) special ability that can be passed down, or taught to a descendent.
[Last of your clan] (or one of the few) last of your old clan, or destroyed clan.
[Your new clan] when you create a clan then you may need, or be required to be in the CRA inorder to populate it. Of course you can still accept others into your clan.
If they (those who fit in the slots above, expect the last one) don't get into the CRA then there is a chance that they'll be turned into breeding stock.
There are ways to escape this though, like being accepted into a clan.
P.s the requirements to build a new clan is to fill the first slot, and go through the paperwork.
