You know what's funny? The episode Sisterhooves Special. It contradicts with this story a bit, seeing as Rarity was mad at Sweetie Belle in that episode and made up in the end. Oh well, it was still a fine read and I'm sure this was written before the episode aired.
I like the way you portrayed Luna, making her a childlike but kindhearted ruler that would like nothing more than to be friends with others. It's a shame it wasn't canon, that would've been cool to see. Keep up the awesome work and keep on writing!

Ah, such a serene story... it's beautiful. Sometimes, when you're swamped with all the heavy action and pain in adventure and dark fiction... stories like this are a reminder of just what MLP is supposed to be about.
It's not a perfect world., sisters still fight and bad things happen. Feelings get hurt, and disasters come and go... but at heart, it is the imperfections of the world that let us see beautiful things like this.
The only thing I'd add is winding links into the story for the songs, for an extra depth.

Thanks for that reference to "The Sound of Silence", by Simon & Garfunkel. It's one of my favorite songs, and it really fits Luna. "And the people bowed and prayed / to the neon God they made"... I love that line in particular for Luna, because the ponies of 1000 years ago kind of made a "neon God" out of Celestia. It's good to see that someone else sees the connections. There's a lot of deep stuff in this, much of it being conveyed through the songs.
