It sounds like Luna is still loyal to Twilight, though she may have an agenda of her own. Sunbutt was really careless about finding out the full extent of Twilight's use of the spell.
Whoa... seriously, though, judging by how Celestia has no reason to suspect Twilight of regaining her memories yet, especially when she's having her visit weekly so she can keep tabs on her, there doesn't seem to be any reason to have Luna watching her as well unless Celestia is just paranoid. If she really was that cautious, though, she could have just blocked Twilight from even considering using the charm, or, more indirectly, controlling the thoughts and memories of others. That would have solved everything for her. Celestia is leaving some dangerously wide gaps in her net, here.

If you all remember, Twilight has been haunted by dreams of flashes of her friend's bodies.
It would seem to me that Luna has been purposefully attempting to get Twilight to remember any way she can.
Now that Twilight -does- remember a bit at least, and has access too the spell, it's time for her to spring into action as per Twilight's pre-recorded commands.
But more interesting in my opinion is that Twilight had Luna charm her offscreen before going to confront Celestia. She of course made Luna forget she could cast the charm, but this proves that Twilight wasn't scared to have it cast upon her in the name of maintaining her brood of mindslaves. Also, I'm calling it, next chapter Twilight gets her memories back, looking -very- forward to that.
Twilight is lying to herself in those letters. Probably knowing that once her true memory is restored, she won't care about the truth anymore.
Well OK great chapter, first to get reactions out of the way. Yay Zecora. Next don't let Luna be re controlled by celestia. Now to analysis.
It seems the more twilight knows of her past time, the less the charm affects her, as she could clearly to some extent try and stop the "Dusting" for Zecora safety. Also how did Zecora not hear any of the "Dusting". Edit why do I think celestial might have caused her own downfall with Luna as Luna seems to remember being Twilights I bet she reversed the orders, but forgot that Luna might like it, and also have a life debt to Twilight cause she saved her from being, nightmare moon and thus, might not be angry.
I think the scene went like this celestia reverse the changes then says something like. " sister I have freed you from Twilights control." Luna already knowing what has happened fakes anger to prevent suspicions and then start discreetly helping twilight with dreams and waiting for twilight to get the spell to help her. Also the reason celestia hasent found Luna out cause she is to busy with twilight.

Well, if you'll notice, Twilight -did- admit in the letter to having had Luna charm her. She also figured out earlier in the story while experimenting with Luna that the charmed could be ordered to lie, even to those who had charmed them, -but- a direct order to reveal the information would overrule that command to lie. Celestia -could- have asked Twilight about who she charmed, but unless she phrased it correctly, Twilight would have lied.

This was great. Zecora has played Twilight like a damn fiddle this whole time and I love it. Despite being a submissive, obedient slave, she's still managed to assert herself and take the reigns. Instead of being meek, she's active and sensual. All so her owner will get over those pesky morals and own her already.
That's one thing this story has done very well all throughout; Rainbow Dash, Pinkie Pie, Zecora, even Rarity at times have all managed to act in an assertive, non-submissive way while still being enchanted servants. It's pretty damn hard to pull off a willful/domineering but obedient slave, and yet it works here. Not only that, but these characters' actions have been very important factors in Twilight's gradual change. They've pushed her forward, encouraged her to take charge.
That scene with the restraints is a fantastic and hilarious example of this in action:
"You're my master and I'm going to make you restrain me to your bed!"

As I predicted a couple chapters ago, it looks like she's been waiting for the right moment to return and bring Twilight back. She was probably told the time that the letter would arrive, or maybe she's just been watching really closely.

That definitely sounds like Celestia. She spends so much time delegating to other heroes and minions that she's too out of touch to do a good job on her own! She should have asked Twilight to handle the task of enslaving Twilight.
I think it's really interesting how Celestia has been shown to have some consistent kinks through all this (at least, what we've been allowed to observe). Unlike Twilight who takes a fairly direct approach, Celestia is more heavily voyeuristic. She seems to prefer making people do things in sexy outfits/in the nude while she watches. Just as in the show how she delegates work to others, she seems to like the sex delegated as well. I like that she has a style of her own.
She also seems very intent about the worshipful angle. Luna and Twilight have both shown signs during sex scenes where they view Celestia as a perfect being, a true goddess. Twilight certainly did this a little with her own servants, especially with Applejack, but generally she seems to favor loyalty over worship. Perhaps this is because Celestia tries to be humble in the 'real world', and so her sexual fantasies involve letting loose and acting like the goddess her people hail her as. When you spend hundreds of years trying to be normal, it probably feels good to just let the facade fall away.
I loved that dusting scene. There's just something really fun about watching the character unknowingly debasing themselves like that. And holy shit was that close. Twilight is treading a razor thin line, and at this point it's nothing less than a miracle that Celestia didn't catch Zecora right there.

Good point. Celestia really does seem to like a 'hooves-off' approach overall. It's logical this could carry over to her sex life. Moreover, she's probably trying to restrain herself from doing anything worse, seeing as how she considers the effects of the charm on the wielder as a curse.
That might be it... Celestia is relapsing. She's abusing the charm on Twilight because she can't help herself anymore now that Twilight brought it back up. That's why she's doing this invisible sex-by stuff; and the reason why both Celestia and Twilight are all about being worshipped by slavish servants is because the charm is built to make them want that. Not doing them openly is Celestia holding back by feeding her addiction little by little.

That's a really good point, actually. Perhaps Celestia was indulging some humiliation/bondage kinks, making Luna feel inferior (or just making herself appear more superior in comparison). Since the charm tends to mess around with memories if you're not careful, Luna could have come out of trance already half-ready to start her coup-d'etat. Or Celestia might have just forgotten to remove the command, and it festered in Luna's waking mind for a while until she snapped. The princess may have tried to use the charm again to save Luna, but we've already established that powerful magic can outweigh the enchantment. By the time Luna allowed the negative emotions to possess her soul and transform her into Nightmare Moon, the charm would have been completely ineffectual.
That's exactly the kind of mistake that would have driven Celestia to swear off using the charm. If this is really how it went down, it's a horrifically brilliant way to connect canon with the fic.

Good question about Spike. He's in the fic now, so the issue needs to be addressed at some point. If Celestia took a page out of Cadance's book, she'd have Rarity react more 'openly' to Spike's advances, I'd guess. Or perhaps she'd so that with Rarity and Blueblood, who is, after all, her nephew and would be a good fit once he stops being such a boor, and hook up Spike with some other mare.

Yeah. Since he shares a house with Twilight, she's gonna have to do something to him just so he doesn't talk or question what she's doing. Given what story we're reading, I doubt it'd stop with a simple "don't notice or mention anything" though. I don't really have an interest in a male slave, but it would be nice for the poor guy to finally share a moment with Rarity.
I wonder if Twilight has considered what this truly means. From what I have gathered, Twilight has been charmed for a while now even BEFORE she found the spell and started using it. We have no idea what changes Celestia has done to her since then. Perhaps its one of the reasons Twilight is so devoted to her. Maybe even the reason all of Equestria loves her so. If all commands are undone, then we might see the true Twilight Sparkle for the very first time
I'm guessing, either Luna was charmed to monitor Twilight even while awake and is going to take her to Celestia, or was somehow able to break free of the charm and was waiting for Twilight's contingency plan (a bit far-fetched). How close am I?

I think it might be as simple as: "The Nightmare is a separate consciousness to Luna, and the charm doesn't work on it because it has an alien mind to those the charm was designed for."
Certainly the Nightmare could have been created as a byproduct of Celestia's use of the charm screwing up Luna's subconscious mind, but I always kind of assumed that the Nightmare was it's own entity. Like a parasite that found Luna in an emotionally weak state and latched onto her. It's possible it may have even found it easier to worm it's way in based on her emotional and subconscious weaknesses caused by Celestia screwing with her head.

Celestia used the charm on Twilight during her confrontation, so the idea that she had already used it before doesn't really make any sense. After all, she could have just said "Awaken" at any time after Twilight took the earmuffs off, but she purposefully cast the charm before doing so. It wasn't like there was any point in tricking Twilight into thinking she hadn't used the charm on her before, since she was just about to erase her memories anyway. From all of that, I feel it's safe to assume that Celestia hadn't ever used the charm on Twilight before Twilight attempted to use it on her.
I wish I had something more elaborate and well thought out to say but I truely loved this chapter, Zecora is a truely magnifiicent and asertive slave girl, the absolute best. I can't wait to see what happens with Luna, Oh glorious hopefully enslaved Moon Butt :3

6320821 I have to admit, I actually suspect that Zecora may have been tampered with, but that Luna is safe. If that is the case, than Zecora's programming by Celestia may end up not being an issue anyway. Reason I suspect Zecora might be a sleeper? She seemed a little too eager in her questioning Twilight on if the papers were it. Almost as though somepony else desperately wanted to know if Twilight had the spell again.
Of course, I may just be reading too much into it, or it may be that Luna visited, and Zecora lied to Twilight to protect her from her own potential programming. Maybe Celestia is aware of Luna having been charmed away from her, and Luna has simply not returned to Canterlot since the confrontation. Possibly hiding in the Everfree Forest with Zecora while working to undo what was done to Twilight?

I really love your idea in the second half of your post, that Zecora and Luna have been in touch and they've both been waiting for Twilight to get the real charm again. It would certainly make Luna's sudden appearance the second that Twilight confirmed it, as if she had been waiting right outside the window listening in, make perfect sense. I'm really hoping that turns out to be the case, because otherwise I can't see a single thing that Twilight can do to save herself from a Celestia-enslaved Luna. I'm also hoping that an earlier theory that it was Luna that tried the door earlier, and not Celestia, turns out to be true as well.

Edit: After a short trip to the bank, I realized something. Celestia would have nothing to gain from making Zecora into a sleeper agent. If she did in fact get to Zecora, Celestia would probably know a lot more about Twilight's current plans. After all, one as perverted as Celly would probably have questions for someone both nude and magically restrained like that.
This means that she would probably know about the delayed letters. However, she also awakened Twilight herself mere hours after trying her door. Locking one's bedroom door (especially with an inquisitive dragon in the house) isn't suspicious. If Celestia had any suspicions then she would have had Twilight elaborate on them while she was doing the whole maid thing. Plus, not once during the maid scene did Twilight mention Zecora out loud. So Celestia probably still doesn't know about her.
Nice try, Wintermist. But I've recovered from my fapping coma again. If Celestia did find Zecora, then Twilight would have likely had orders to bring Celestia the letter as soon as it arrived. Anything less just shows an even greater amount of the negligence/overconfidence that Celestia has already demonstrated. Seems like I've got your number this time.

Oh horse apples. My dear Wintermist you are truly evil. I was afraid you would write something like this. The more chapters i read the more i get scared of sunbutt. I don't know about you guys but after that comment i am sure you should not underestimate our beloved sunwitch (i wonder if someone ever used this word for her XD). There are a few reasons why i think like this.
1. We don't know since when Celestia posseses the Charm Spell. (The longer she has it the better she becomes in using it)
2. We have no clue who else is charmed by Celestia.
3.
Celestia knows what she is doing. She really scares me in this Story.
4. We don't know which orders Celestia gave Twilight while charmed. And of course what questions she asked Twilight.
5. I am sure there are more reasons, but at this moment i don't rembember all chapters.
Believe me when i say this:"Celestia has a few aces in her sleeves from which we don't know yet." Poor Twilight
All this plot twists are torturing me. And Twlilight of course . I can't think straight anymore. Would it be ok to know how many more Chapters we can expect? I would like to know how far this story will go. And of coures great Chapter as always Wintermist. I just hope there will be an ending without questions left. I hate Storys sometimes with open endings (or when they are cancelled or on hiatus)

If she commanded him to be a little nicer and reawakened (no pun intended) Rarity's old desire for her princely nephew, she'd have the perfect opportunity to set up a member of her family with one of Equestria's heroes; making both of them happy in the process, ensuring the next generation of beautiful Unicorn great-great-great-and so forth nieces and nephews, and turning her away from Twilight's dominion over her—because Twilight would have to choose to destroy Rarity's happy new life.
