Well, judging by the previous chapter, Gohan probably got curious, or Chichi had him watch it to suppress the saiyan fighting spirit in him, and in turn, ended up seeing Rainbow Dash, with how he made a reference to the 20% cooler meme.
That's a sentence I never thought I'd see, and I find it incredibly hilarious.
