This program sounds pretty well funded. Due to it's nature, I'm assuming it is Celestia's work. And Luna, of course. Good on them, big girls didn't get scared and welcomed changelings to their new home here in Equestria, got them back on their legs and helped to settle in.

this is not the CSP I am used to
I love that closing note, it seems like these changelings create some kind of bond with their lay. It might be an explanation why they can't just dump the eggs on their own, like they need a partner, the connection with them. It is not a simple lust nor admiration,; it's a combination, including the fore-mentioned bond.
Maybe ponies are made out of marshmallow. Magical marshmallow that can fly and fit 170 changeling eggs.

To me, it sounds more like something Cadance would have a big hoof in funding, rather than Tia or Lulu.
I think it's a case of they need both heat and importantly love to grow new changlings Aurora was a perfect candidate because he and Kai are such a beautiful couple.
