So this time around Orion and Forager had a story ready for Celestia when she learned that the portal was repaired. And since Celestia incorrectly assumed that Forager's fear was from his failure to identify the enchanter and not that she would see through the deception. She has no reason to arrange for an "unexpected accident" to befall him so she could rip the info from his mind.

Rulers tend to see and hear what they want. Even those of humble beginnings often end up ignoring what could be an important warning sign.
Then again we humans are all to guilty of it being of meager means. We don't see what we don't know.

you know... the first version of this story was like reading pony Atlas Shrugged. in all the ways that comparison is and is not a compliment.
this version is comparably much better written, but it's still an unrepentant power fantasy. it's also much less clear how much Daybreaker is in influence this time around.
I don't like any of the characters. Orion is a cynical ass through and through. Twi has no agency. Most everyone else seems to follow along in Orion's unrealistically clever wake, catoonishly self serving 'evil', or a sycophant of Celestia / her church. The whole world seems superficial in comparison to the actions of the main character and needlessly dark to the point where it's almost maudlin and theatrical.
In short I hate reading this story in the same way I hate watching current political news. It's always a train wreck and I can't look away.
And yet it's written so well I don't really want to stop.
And, damn you author, the initial plot hook scene is good and dramatic enough that I demand to know how we got there
tl;dr I hate reading from Orion's pov but dam it the world and story are too good to put down.

I can actually see your point, and it is true that it is most certainly a bit of a power fantasy.
As far as Twilight's agency, at that age I was a brainless lump focused on my own pleasures rather then really considering the world around me. A lot of people are, from the perspective of others at least, NPCs.
As far as the "unrealistically " evil, and Orion's cleverness is concerned, I am largely basing it on reality, believe it or not. There are a lot of things, people that is, that are unnecessarily dickish. Their ignorance is what makes them that way.
Orion's "clever" in the way of two things in my opinion. First and foremost, he comes from a rather advanced time, the world he has been dropped in is far less educated, so by comparison he is clever with plagiarism. Secondly, to the populous, he is a child. So he has luck of being endearing in this case.
His cynicism Is largely based on his own actions within this past. As he go goes through his story in life you're going to see exactly why he is the way is.
Orion is filled with guilt. It makes him bitter and angry at what he feels has always been a bad hand at life. Even in this world he often can't help but focus on the negatives.
In all honesty, I'm actually kind of happy you don't like him. He's a bad person, who has done very bad things.

Another great chapter, Morgan! I love the differences you made in the Minotaur / Orions parts, as well as Celestia and the Minotaur! You did really well! I also love the subtle hints and digs at Celestia's thought process - I can see where she... Well, I won't spoil it for the unaware. But I really like what you've done with this chapter, now I can't want to see the story of how Orion beat the shit out of a motherfucker with another motherfucker

I guess you can see it as a power fantasy but then most heroes journey stories are power fantasies. Orion is just a cynical, pragmatic protagonist. I think if TV Tropes would rate Orion he’ll be more of an anti-hero or a Knight in Sour Armor.
He’s definitely checking most of the anti-hero check boxes from dark, traumatizing past, with a loner/cynical personality with the possible heart of gold under all that crass sass.
Also has the “Don’t you DARE pity me!” And the “Think nothing of it!” mentality due wanting to be out of the limelight. Often even saying he thinks he’s in a sitcom due to his luck throwing him in the eyes of both Celestial and Twilight…
It’s what I observed, I’m sure I got something wrong along the way but again Morgan, awesome chapter, can’t wait to see what gets cropped up next in Orion’s shenanigans.
