and more war like conflict that leaves little real progress towards the concluding of the problem(s) (assumption)
and I assume all of these, as they were the basis of the last 6 fallout equestria stories I've read.

First off, Luna will not become Sam's special somepony, I am actually going to pair him up with either a diamond dog or a changeling.
He will have to abandon Celestia and Luna at some point and will disappear until the beginning of season 1.
He will never truly make amends with Celestia and Luna, and there will always be a bit of hate going towards him from the two.
So with that said again their problem will never truly be solved.
