Fallout‽ Equestria: Console User Manual is a collection of Sketch Stories in the magical wasteland(?) of Equestria. After a Princess, a Zebra Caesar, some aliens, and half of the entire planet simultaneous crit-fail their diplomacy speech-rolls, everything blew up. But then it got better. Kinda.
But then there’s always that one pony who thought getting blown up was the most fun thing they ever did, and would totally do it again. “Ten out of ten, doesn’t require any survival, would explode again!” Over two hundred years after the great accident that doomed Equestria to a brown and grey fate, survivors in Stable Lab Forty-Five Research and Development gave that one pony a prototype Pipbuck attachment with the ultimate power over all life, all physics, and all of reality. So naturally, the first thing they did with it was die horribly! The second thing they did with it was ignore the user manual and play with it like a toy.

The weird escalates quickly... and ends everything abruptly. But it's always conveniently fixed by the next episode, so yay!?

If you were expecting friendship lessons, they’re not here.

(Note: No manuals included. Nopony ever read those anyway.)

(Actual Note: These tales are tangentially based on the setting of Kkat's Fallout: Equestria. Familiarity with that story may aid your understanding. Looking up setting questions on the wiki will work just as well. Familiarity with the Fallout games is not expected.)

Only once was it whispered aloud that a secret facility existed somewhere in the frozen Great North of Equestria and inside of the Facility, machines were being created, powerful machine warriors created to combat the zebra threat to peace.

The cover-up story was whispered just as softly, that the facility would be crafted to watch for the great Crystal Empire, to watch and wait no matter how long it took, to get into it when it finally appeared, or find the ruins of this ancient society, to procure powerful magicks to, also, fight the zebra threat.

But, sadly, Equestria was annihilated before these whispers could truly gain shape into something meaningful to anypony that did not already reside in that great facility, buried under the ice and snow. Now it is a but one of the many empty, silent military facilities that dot the old Equestrian Kingdom's territories, forgotten by all but the oldest of computers and ghouls, who no longer care.

Let's talk a little about apocalypse ideation.

Have you ever wanted the world to end?

Imagine if everything that was wrong with your life - every entrenched system of messed-up people and processes - was wiped away in an instant, replaced with the kind of problems you can just put a bullet in. Wouldn't it be nice, to know for certain that your actions matter? To walk in the middle of the road, without looking both ways?

That's the great lie of post-apocalyptic stories: that life gets easier.

Imagine if everything that was wrong with your life was suddenly replaced with the kind of problems you can make friends with. Wouldn't it be nice, to know for certain that you are the best at something in the whole wide world? To be adrift, in a sea of pastel?

The very idea that Fallout and My Little Pony could be in any way connected is inherently absurd. And yet, to a certain kind of person, they tell the same lie.

Cylinder Block hates dealing with ponies, but in order to achieve certain things he has to. Being a simple scavenger and a craftpony, he enjoys working with machines more, because they never complain and are generally quiet. He is perfectionist, he likes to work on things to every detail, fixing even the smaller things.

Living futher away from the trader town in a small cellar which he alone rebuilt for himself only, he enjoys his privacy and the silence.

The legend says that somewhere under the city is hidden a laboratory, thriving with technology, holding long lost secrets of machinery development. Of course our main hero is trying to find it and use it to build more complex and more useful machines for ponies to use.

The town is littered by urban legends and stories, unfortunately no one knows where is the border between a story and the real wasteland life.

His silent and calm life changes when a mare keeps following him, and eventually making a deal to trade off her information she gathered about this legend, for his company.
