An interesting concept, although perhaps a bit of a stretch without an AU tag or further worldbuilding. Some specific points:
Ponies actually using stables as bottom-grade accommodation seems like it should be used more than it is. Although, why fly-infested - doesn't that usually only happen when they're not properly mucked out?
Your good stuff is way too crammed - stretch it out a bit.
Perhaps it's because I'm an ardent coward, but they seem to be taking this awfully casually.
Well I knew she was doomed, but I probably have predicted the twist on the cliche - if I had then I would have expected the head in his bed, though.

The On Hiatus tag exists for a reason, you know. Anyway, more points:
Vert interesting and dramatic start... that's a bit spoiled by ponies just popping in like you left the scene door open. Just because a character can teleport doesn't mean they can just turn up whenever you need them to say their line - well, I suppose they can, but they shouldn't.
Salt mines for convicts are interesting...
but I do wish people will stop thinking of the moon as Celestia's dumping ground - it might make a nice meme, but she needed the Elements to send Luna there and even that was likely only possible due to their cosmic affinity. Anything wrong with an ordinary prison? The follow-up does work as an explanation of the lack of arbitrary detention in general - a pity the writers aren't allows to read fanfic, eh?
You see, this is where an AU tag ight be handy, unless you're saying she's just been doing it off-screen? (And also you seem to think the Apples live in Appaloosa).
*imagines stables in this universe as like the lowest kind of motels here*-although in universes with slaves, they could be used as slave accommodation as well.
Salt mines would be a good punishment.
Maybe people *think* the moon is used more then it in fact is?
