The only thing I'd like to comment on, it's not an issue in this chapter but I feel like it could become one. It'd get annoying if the exposition keeps getting interrupted by Twilight's friends asking her to basically repeat what the database just said.
Also, I don't know what your plans are for the story, but if they're JUST going to sit around reading the database, that'll get boring quick. Please have things actually happen, even if it's just other characters like Celestia getting involved and reacting to the information.
Other than that this is a great prologue! Sets up the premise very well.

Excuse my ignorance, but I'm just asking to confirm, does this mean that this story takes place right after "Grand Galloping Gala" and before "A Canterlot Wedding"?
Something interesting since many of the stories that are currently published always start after season 4, another question I have regarding the story is if it will be a "continuous" story or at some point it will take "time jumps", I mean that all chapters will always be a continuous story in that no more than a few days of difference between chapters within the story pass or at some point the story will have "Time Skips" (for example, a chapter causes great "shock" in the mane 6 and they decide to leave the SCP aside but time passes, maybe 1 season, and they try to learn from the SCP again).
I mention that because currently there aren't too many characters you can invite to react to SCPs compared to future seasons.

It is a somewhat unique writing style, for some it will be boring while for others it will be very fun, but the author's ability to attract the readers' attention and for the readers themselves to give the story a chance also matters a lot. Some examples of reaction stories that come to mind are:

Yes, it does take place way before the Canterlot Wedding. Yes, it will be a continuous story. And yes, there will be some time-skips. Also, there might be adaptational early character appearances.

I like the premise, I really like the AI computer to read it out to them and explain some stuff, what I'm looking forward to is seeing Celestia and luna reacting to something like, the scp-001 proposal "When Day Breaks" cause you know that's gonna potentially trigger a kneejerk(or whatever it is ponies have for that spot) reaction, of a Celestia Nightmare moon scenario.
also, I wonder if the hologram will also show videos of some scps, cause sometimes you need to see it to believe it, so being told of 173 is one thing, but seeing it in action is another entirely.

Haven't read yet, but the quality of this is going to heavily depend on how true to canon this is. If it's canon Equestria with in-character ponies then you've got a fantastic setup for culture clash and tension, because the first thing the Mane 6 would do is contact the princesses and see if they couldn't find a way to the SCP setting to help, since that's just how they are.
Basically I'm hoping this is more than just idle commentary from ooc ponies with zero tension involved.

Equestria already had their own doomsday scenarios to deal with.
If the anomalies from the database are real and do start with to affect people here, maybe ponies could easily manage certain anomalies because of their magic.
