I mean, is Mr. Widemouth really the bad guy here? He didn't lie to Scootaloo about getting her to fly... technically. She was 'flying' when she was pushed off the cliff. He also didn't lie about having Applebloom meet her parents again. In the afterlife.

Mr. Widemouth is just misunderstood. Clearly he is the hero of this story. Trying to help so many foals achieve their dreams out of the kindness of his own heart.
