While preparing a float for the Summer Harvest Parade, Scootaloo still wishes that she could fly. Just out of curiosity, has there been other fanfics made where Scootaloo finally got to fly or is this one pretty much the first one to do this?
If I don't hear about any others who made a fanfic similar to this, I will assume that mine is the first one to have Scootaloo actually fly.

The Scootaloo group has a whole entire folder dedicated to stories where Scootaloo gets flying (or at least works toward that goal with the implication that she may one day achieve it).

And after "Growing Up is Hard to Do" showed Scootaloo's adult body with foal-size wings, one of the staff made a tweet confirming that this was was in fact meant to indicate an actual disability, but with the caveat "fans are welcome to interpret things how they like". I interpret that to mean "We're trying to have it both ways" - that is, try to please both the fans who were hopeful to have her eventually fly after seeing her struggle, and the fans who had held her up as a role model for people with disabilities.

Even with that disability, it would still be inevitable for Scootaloo to fly especially since she is a pegasus. I always thought that she couldn't fly possibly to just being scared to do so. Just like my other fanfics, this one is after the actual show ended, so it doesn't contradict anything. Still, it would always be interesting to know what it would have been for this filly if she really could fly, and this fanfic is one of them. On a side note, I never got how Bulk Biceps can fly and his wings are the same size as Scootaloo's despite the size of his body to which I find illogical on all counts.

Bulk Biceps was never seen as a foal - for all anyone knows, he could have been in a similar situation to Scootaloo growing up, needing extensive strength training to get flying (my headcanon for him is that that's where his love of lifting came from).
And then you have the wonderful world of aeronautics - throughout canon we've seen a hang glider, Tank's propeller, a prosthetic wing, two pedal-powered helicopters, and an earth pony aeronaut who got into the Wonderbolts. Even if one assumes that there is no medical or magical remedy to get her flying normally, there's no excuse for her to be grounded for life. Especially since Scootaloo has exhibited mechanical skills of her own, such that she could build what she needs herself if need be.

Knowing this franchise, we'll never know what's the real reason for Bulk Biceps and why he can fly despite having such small wings especially since it's not used to giving backstories. Getting back to Scootaloo, my way of getting her to fly is a little similar to Blue from Rio in that he had to overcome a lot of things before he could finally fly at the end of that movie. In this case, having a Rainbow Dash fake an injury to her wings is what helped Scootaloo fly because always looks up to her. In the end, that and the rolling float was all part of Megan's plan to help her fly when everything else seem to have failed.
