Well knowing how much 17 and 18 from the future literally wipe out cities just for fun, Cell absorbing (drinking) people in order to archive his perfect form by absorbing the later two and all the lore what happened in the androids saga, basically it's definitely dark, even coming from Hero who's reason to kill Goku was because he kill his son when he assault the Red Ribbon army headquarters in the original Dragon Ball

Overall, it's tricky, but someone strong enough and with a good working brain can deal with the problem.
But the ability to become 10 000 time stronger ? Even super 17 of GT wouldn't be able to do shit in terms of power level, him or the Android 17 of Super.
170 billions of power level alone is more than a thousand Namek super saiyen Goku, basically, it's likely strong enough to wreck SSJ2 (pre)Teen Gohan easily, and maybe the same for even Majin Vegeta.
Basically ? It's too much.

from what we have seen lore wise the powersuck is inferior to the engine. why jero went that way for himself is a big question. they can't be too powerful otherwise what chance did Jero and 19 have since they are powe suck only and the girls are like this did he expect Goku to be that strong? the author needs to fix this plus while 17 and 18 were orphans the girls were not so people would be looking for them. There is a good concept here but needs tuning

Well #22's Power level was 170 million which was stronger than 100% Frieza who was 150 Million, but it's not as strong as Perfect Cell or Majin Buu.

IE it's more than a thousand times stronger than Goku at the time.
So yeah, it's quite possibly strong enough to defeat teen gohan ssj2.

Oh man! Goku and the other dragon team fighters in for it now!! Soon the old mad doc made more androids to destroy our favorite Super Saiyen hero just in case Cell, 16, 17, and 18 failed to destroy Goku. If Goku could somehow restore their memories they might change back to their normal selves.
