The show has been very inconsistent with them. At times they have talked, but are normally show with very little intelligence and live in barns very much like farm animals. One example is when Twilight used a water tower to milk them for a Ursa Minor out of a barn, another example is when the cows were spooked and stampeded towards the town, where AJ had to stop them.

No I meant what I said. Sapient means human like intelligent in a human fashion. Sentient only really mean able to feel in the literal sense, as in touch.
