Pity poor Moondancer isnt getting much of what she so hopefully asked for so far, but what would help her along the way? The more I see the sexual repression of the ponies, the more I think maybe Celestia missed a step when she made these rules. She expect normal ponies to just shut off their needs and not expect backlash. I seriously can't wait for the meeting but will it just be Pascal and Celestia. I feel like Derpy, Trixie and Moondancer should be there to back him up.

1. Celestia hates humans. Now, keep in mind, no one has no reason for the emotions they experience. I'm guessing humans play a very prominent role in Pony history before vanishing, leading to Celestia's hate. Whether it's completely understandable or not remains to be seen.
2. Pony bodies are super-sexualized, or, in Pascal's words, literately designed for sex. Now, this is probably a bit of a leap, but I think this ties in to the first thing.
My theory is that humans in this world created the Pony race in ancient history as the ultimate sex slaves. Celestia led the revolution, and stomped hard on anything that was a reminder of a time when they were slaves.
Honestly, I wouldn't be surprised if Discord knew exactly what he was doing by giving a human the power of Universal Acceptance. He may be trying to stomp out the rampant sexual repression.

Another issue to bring before Celestia. I would not be looking forward to that conversation if I was him. Mostly because I'm expecting the conversation to eventually turn into a sort of...

The problem is whether stomping out total sexual repression leads to the other extreme that Celestia is deathly terrified of. Everyone becoming brainless bimbo fuckdolls and civilization collapses into an orgy pit that'd make Slaanesh jealous. Cities come to a sudden stop, foals litter the untended nation, other countries can move right on in and conquer the cum-happy pony sex slaves with not only a total lack of resistance, but utter enthusiasm.
We have to hope it doesn't, but it is a VERY real possibility in-world. I get where she's coming from, when all you have that's surefire are two extremes, you have to pick the one least likely to make everything explode and burn down. And then you bunker down, build up the defenses, and man the walls. If you care about what you're protecting, you don't take risks.
Pascal is essentially going to talk to Celestia to find out if there's another way, or decide if he should follow her plan and suffer ego-death to become a newly-minted average stallion. Or if he chooses to corrupt her too, and thus choose his own life and survival above the lives, personalities, hopes, dreams, history and traditions of an entire species and their nation. Hint: One of these is evil incarnate.
With luck there's a third option that's even more solid than the extremes, with the same lack of risks.

I can imagine Celestia could permit it under several guidelines for pascal to follow. (With some reasoning for each)
1. Directly Interfereing and influenceing with the duties and lives of royalty will be kept at a minimum. (Obviously to keep him out of her hair. Not having to worry about other princesses and herself being manipulated in such a way that would endanger pony society. Finally to keep it so those in charge can focus on real issues that effect society as a whole.)
2. Do not abuse your powers to destroy/corrupt pony society beyond all recognition. (To ensue nothing too morally bankrupt can occur (things such as pedophilia, beastiality, necrophilia, rape, ). And ensure that society does not devolves into in your words "an orgy pit that would make slanesh jealous".)
3. Take several ponies with you to advise your actions and inform of any forseeable consequences in the future. In addition these ponies must be swapped out every so often to avoid "corruption" ( this will help pascal make or modify decisions to effect pony society at a minimum or for the better. Also to advise against any decisions that pose risks to the overall lives, jobs, and health of the nation's citezens. And finally Act as a diverse moral compass and outsiders perspective to pascal. )
4. Be conscripted into the service of the state's military and intelligence groups to ensure the safety and security of ponykind. (Celestia would likely realize how effective as a tool and weapon pascal might be against the enemies of pony kind for example: extract information from unwilling subjects without using any agressive interrogation techniques, infiltrateing and manipulateing the enemies of pony kind under the guise of a diplomat or prisoner, and being perhaps being a all quite literal love bomb being able to make entire armies lay down their weapons and leave in peace...or just have sex/ go home and have sex. Overall this might be a way to bring peace to the world (it depends how susceptible various races are as some will have more resistance to others perhaps like changelings in contact with the hive mind and or queen.)
5. Take mind to not ruin the lives of those you come into contact with. (More of a personal and unofficial rule that shows that Celestia legitimately cares for her people.)
Repressing anything is never a wise action, and it often leads to deeper issues and uncertainties. (and that not only for sex but for everything.) there are rather obvious exceptions, after all, Pascal is what is 'normal' and he should take that to heart, and he has great potential to fix the massive damage done to the public and communities these rules and laws effect. I doubt he'll lose his way, after all, he is about as insecure as anyone person (male or female) truly is...he's just more open about it.
This is still a extraordinary story.

The problem with that is, from a ruler's perspective, is that it relies on the complete cooperation of a single person, the same person who has the power to overturn her species in a single day. That's like asking Discord to please be nice forever. At some point down the line the person's mind can change. Or hell, they might be corrupted or mind-controlled or what have you all on their own.
One of those clauses in there would have to be some sort of failsafe device or spell that she could activate without restriction. If she's going to entrust the safety of her people she's protected and defended for thousands of years to the sexual whims of someone who confesses to enjoy the control his powers give him (who knows, few years down the line he might finally let it go to his head), he'd need to trust her with his life. Something to turn him off, and something to slay him on the spot, depending on the severity of the breach of their contract or any mind control he's placed under. Otherwise, being kind and understanding just led to the downfall of Equestria, etc.

Have to admit it's a compelling argument. "I don't want to die." Then, human, find a better solution in the next few minutes that's ironclad beyond belief. Otherwise, you're too much of a danger to millions of others to let stay as you are. Why should you live if it might destroy everyone else? What did they do to deserve that, all for the sake of one person?
Personally, being a potential danger to that many innocents would all but instantly sway me to making the sacrifice.
7355638 I think that's why he is going to see Celestia in the first place. He need to have the normal kept in check so it does not consume him. In a way she has all the weight in negotiation when the options are revert into the most normal pony or love but follow these few rules. As I can also imagine he can't use the normal heavily against her as she knows the dangers of letting a unbound sex crazed human with mind control run around as by the rules expressed by the author on how the normal works would go against her purpose and calling to ponykind leading to resistance overall to the normals effects.
Now I know for certain a death failsafe might be a little much for pascal to acept...especially considering Celestias views on humans, however I think a nullification spell clause where if pascal breaks any of the rules agreed to by both parties and perhaps a 3Rd party acting as moderation (the normal can seriously help negotiate and make sure celestia doesn't shift the scale to far in her favor) the spell keeping the normal at bay is removed...or atleast weakened to in a way tighten the leash and let pascal know who has the regins.
Besides that I must say I agree with you in the regards that pascal would atleast have a tough choice to sacrafice himself for the betterment of a entire race...however I believe he would try every option as a solution and perhaps fight the encroaching normal with all he gots...something I don't think Celestia would want considering the fact that by making the more extreme normal pony society and civilization could take a turn even worse than if he was just sex crazed. Ex. Would you rather like ponies with tits hanging out and perhaps a few acts of public perversion on the way to work...or having the streets and the citezens walkimg them covered in cum , every woman above the age of consent knocked up, orgys literally everywhere for every reason, and all of this treated like it was a normal day....and that was not diving into the literal grim dark heresy that slanesh would

Well, assuming the whole "humans made ponies as sex slaves" deal is true (and I think it is), it's worth remembering Zecora, who was sexually indistinguishable from pony mares. Furthermore, I believe I recall Twilight saying at the party that basically everyone has sexed-up characteristics, just like the ponies. So, if the ponies were engineered to be fuck-slaves, so was everyone else.
Not like Pascal couldn't deal with them easily enough, anyways, if that weren't the case.
there always has to be a balance. The pony's must embrace and master their sexuality. not hide from it. Repression and exclusion does not achieve what Celestia wants, it just brings a whole set of other problems. Especially since the criteria seems to be "sexual repression to the exclusion of all else as a priority" which seems to be proving very unhealthy to ponies in how far she takes it.
if pony history is what we think it is in this fic, then all hiding does is make them even more vulnerable because they are repressed and have a lack of experience dealing with it in a healthy and reasonable manner. Getting a good grip on your sexuality through finding yourself, experiencing and learning how you and it fit together, is healthy. repression and exclusion has time and again proven to not be. Its like never learning to swim incase you drown, except theres frikkin rivers, ponds, lakes and oceans everywhere around you.
He just has to put across a good arguement to Celestia that her way is hurting ponies and there is a middle ground where they embrace their inbuilt sexuality while not falling to it

Remember that we are assuming that they were -made- to overdo it. Where giving an inch might be fine today, and tomorrow. But who knows where it goes down the line? That's not something you can trust since it's not... natural. It'd be like choosing between a leisurely stroll over a centuries-rotted bridge across lava or taking the long way around, also at a leisurely stroll. Sure maybe the first plank at your end can hold your weight, but what about in the middle? You won't find out when you get there, and there's a good chance it might just ditch you into the lava. You could have avoided the large risk by going around. It's never just as simple as saying "Oh but just do this and that and it's fixed." You have to think like an immortal ruler, someone who watches as generation after generation grows and changes and brings in the new generation. You have to plan ahead and make sure you take only the least dangerous risks, or else everything and everyone you ever cared about can be set on an inescapable road where maybe months or centuries down the line the whole country goes up in smoke and flames.
Pascal has to find her an iron-clad path to take where she maintains control, can still steer the ship, to keep them safe. The whole 'let them be free!' thing is a wash-up in novels that only comes up at the end, and you never hear what happens a century down the road. Because you're not supposed to think that far ahead, you're just supposed to go "Freedom is all they needed, everything is better now." For today, sure. There are situations, like this one where we assume an engineered-for-sex-addiction-and-slavery pony race, that just require making sure nothing gets out of hand. And believing in a whole nation of people to all do the right thing on their own, as part of their own decision would just be dumb. No large group of people that conscientious and smart. It only takes a few snakes in Eden to cause problems. Leadership requires thinking ahead each time a decision is made, to try and see the most likely outcome and how safe it will be to implement.
Also, now that I think about it, she'll be even less receptive because he worked his powers on her beloved sister, and has her trying to spread his abilities against Celestia in his stead. Which is how things got this far. The last time something caused Luna to work against Celestia caused them so much grief none of us mortals could ever comprehend it. If I were her I'd be pretty damn pissed off.
Still, Pascal's going to have to use that quick mind of his. She's had all these years to try and figure out a better way. I want to say there's no way a mortal can come up with a better idea in one day than someone with all the information and experience over centuries or more has tried to create in all that time, but he does have a unique perspective.
So let's hope Pascal figures out the miracle equation here, because from a leader's perspective, from the perspective of the safety of millions, he really shouldn't risk it. Not unless he has the perfect plan.
Anyway, these are based on our current assumptions, and my fears regarding those based on long-term predictive analysis ... of hypersexual bimbo ponies. (What am I doing.) Completely subject to change the instant we get another chapter. But I think these are the things a competent Celestia would be thinking about, one who has a very, VERY good reason to mistrust and/or hate humans.

Why is it being viewed as giving an inch? Sex doesn't need to be considered as some terrible temptation to give into or some sweet corruption which addicts you.
If anything repression is not thinking in the long term because it is damaging peoples lives. Making them less than they could be.
Doesn't matter whether they were changed in the past. This is what they are now and crushing that will only make them weaker. When it comes to things like this over no advantage not gained by hiding or avoiding it, but mastering it so it doesn't control or hurt you.
Repression so complete with rules based on it like this will have dire consequences down the line as it will manifest itself in all sorts of unhelpful behavior.
I am not talking about "total freedom". I am talking about mastery over their sexuality. A middle road. Not the opposing extremes. When you have knowledge and control over something, it is incapable of weakening you. Ignoring and hiding it means you are incapable of facing it and are weak to control by it because you know jack and shit about it, which will inevitably happen
There can still (and has to be) be rules of etiquette in play like spitfire above said to stop being from going over entirely but the current system is not the solution celestia seems to think it is. If ponies were made to be a sex slave race, they should grab it by boat hands and empower themselves through it so they are no longer slaves to it. Not hide it in the basement where it will simmer and eventually explode.
I don't think she's thinking ahead. She's thinking in the past and binding all ponies to that past instead of allowing them to move on and grow.. Revolts and revolution have always pushed to the opposite values of the previous regime even if those values were not inherently bad if handled moderately, often to the detriment of that society.

To somewhat invalidate the rest of your post, as I stated several times before we're operating under the assumption equines were engineered to be like this. Likely sex-addicted pleasure slaves, and it was Celestia who had to free them from that. IF that theory were to be true, then going past rather chaste sexual intercourse such as we see among couples here could potentially end up in ponykind regressing back to that state, which would be the destruction of Equestria and the end of ponykind as its own civilization, should Pascal force Celestia under his power.
We were discussing possibilities, not someone's particular views on real-world sex and human psychology as related to sexual experiences. We are talking about (assumed) engineered living sex dolls crafted by humans. The morality and understanding of human psychology and sexual expression falls somewhat short when magic and aliens and synthetic/modified organisms are involved. Discussing the outcome of potential thoughts based on possible outcomes of the meeting between Celestia and Pascal. My personal contribution is based on the assumption the author hasn't skimped out on making Celestia an intelligent and cautious ruler, rather than just some frigid bitch throw-away antagonist like lesser authors tend to do, and like similar readers tend to believe she must be at nearly all times.
In essence there is a good chance, if the assumption is true, that going with your proposed middle road ends up screwing the whole species up later on down the road. Six months? A year? Ten years? Two hundred? Some sort of slow and unstoppable backslide into sex toys. That is something, I feel, a good ruler in this... odd situation, would have to be considering. If that was the case, and it was between repression of hyper-overactive sex drives beyond what should be normal for them and other sapients and regression into a state she herself might be afflicted with and thus unable to free them from it again, which would you pick?

I consider it to be the same. That celestia is doing what she thinks is best based on ponykinds past. But I don't think she realizes the serious issues cropping up in pony society from that. That the present and future are being restricted because of the past.
Also, I already considered and even mentioned the point about them being engineered. They are still conscious and independent beings. The only MC going on is a new development on the main characters side.
If they are engineered for sexuality it is even more important for them to take control, embrace it and have it for their own. If even cosmic mc powers cannot subvert their personalities and cutie marks then neither can their sexuality when they have power over it. There are no indications they are controlled through it (though influenced with pleasure with human fluids for sure, which is why them having a proper understanding of and mastery of their sexuality is important)
Again as I said. You cannot save yourself from a thing by hiding from it, especially when it is designed to be a part of you. You cannot hide from a facet of your being. You face it head on and incorporate into yourself and wield it for your own. Otherwise you'll either fall on that blade yourself or someone will yank it out of your hands and do it for you.
Ponykind needs to unshackle themselves from the past. She's just allowing her little ponies to be bound down by the influence of their former masters (assuming that was the case) after all this time.
It's not about going about it by cutting completely loose, which will result in your scenario. It's about empowerment before shit hits the fan. Imagine the progress that could have been made with hundreds to thousands of years of sexual autonomy and self control practice depending on how long ago it happened.

I actually wonder if the normal has had a much greater effect than our protagonist realises. Is it really a coincidence that the world he's in matches so many of his fantasies? What if the ponies were much less sexualised before the normal was placed on him for some other reason and it changed both the world and his memories to what we now see.

Hmm, this is interesting, Celestia forbidding any sexual activity to the Wonderbolts, but only worse their arousal that gives them trouble in their practices, even Spitfire's career is in danger. Though since they mentioned that the rules was set by Celestia, I'm starting to guess that it must be something really deep behind the story of the humans in Equestria.

You know, I love this story, it's a good, kinky story, but I do tend to substitute your description of some characters for my own. Some characters I literally cannot picture with thick thighs or massive asses. Or hyper sized tits. So I just kind of shape them differently in my head. Hope that doesn't bother ya author.
