Even splitting the XP and with Tarnish's lower level he would be closing the gap between him and Maud and still have enough XP to level up as well.
He'll scald you alive if you mess with his kin.

Steam can be very hot, I remember water can only get to 100 celsius, while steam can go higher.
I dont think they need to be completely clean, just clean and treat the wounds, only the wounds. That shouldn't use up too much water.

The darkly amusing part is that they're surrounded by water that Tarnished could use.
Most Common Magic Rule: no ex nihilo, i.e. you can't make something from nothing, it has to come from somewhere.
But the amount of humidity combined with the swamp gives Tarnished ample resources to work with, if he would just notice.
