Why does Celestia use asbestos letters?

When they literally have to go through a dragon's fire to get to Twilight? I just thought regular paper might not stand the rigors of that journey very well.

Hmm. When Twilight and Spike receive a scroll from Celestia (or send one to her) it travels through a splort of Spike's dragonfire. I wonder, how many characters do we see receiving an instantly transmitted scroll from Celestia? Anycreature else? Do they all have dragon companions (if they're not dragons themselves?)
