Good chapter, but I did notice you've a habit of falling back on assumed audience knowledge when introducing things such as Scorchbeasts and Midnight Sparkle. It only works if the audience already knows about such things from the main media which while no problem for dedicated fans does risk a continuity lockout for less dedicated readers who are not familiar enough with the series involved to know why they're such terrifying things. Not a terrible problem, but definitely qualifies as a fanfic sin in my reckoning.
You did manage to do deathclaws justice for a first introduction, they are after all the apex predators of the wastelands capable of ripping through even power armor like sheet metal. And Horrigan fiddling with his volume control added a nice bit of levity.
Also Adam have a split second moment of emotional weakness. Poor guy is gonna have some severe mental health issues if he doesn't get some time to wind down soon. Then a gain considering how abruptly his life when from safe, sterile, vault life to daily struggle to survive against mutated horrors and the roller coaster that is his misadventures I don't blame him. But the chips are down, it's time to ante up.

Yo present a compelling argument, the problem is the Enclave suffer from a rampant xenophobia against outsiders to the extent that not only do they not recognize the "citizenship" of wastelanders they don't even recognize the humanity of anyone outside their ranks, hence why they're original plan was outright genocide of everyone in the wasteland so that they could then proceed to manifest their destiny uncontested (fortunately the Chosen One cut that plan short).
I do agree that if they pulled their heads out of their asses and actually set out to help the wasteland they could in fact rebuild America better then before its destruction, unfortunately they're so mired in their way of thought that they're one of the worst factions in the wastes.
Also claiming their the remnants of the U.S. government is a bit of a generalization, it would be more accurate to refer to them as a sort of U.S. Illuminati group as their membership did infact include various pre-war business moguls from Corprations such as Poseidon Energy, and West-Tec medical, and Vault-Tec and they infact purged any 'non-enclave' U.S. officials who had gotten into government shelters when the bombs fell.
As a player of 76 I certainly wish I could do that to those things.
Things coming to a head even sooner than I thought! Hope that Horrigan has more story later as well as the Scorthbeasts and aren't just wiped out within the next few chapters.
I do wonder if the Enclave have a Scorthbeast Queen? And some of the girls and Adam run into their first Deathclaws.

Thats the thing, Autumn views all humans (including outsiders and wastelanders), as "U.S. citizens". Autumn wants to activate the purifier so that people will flock to the Enclave for safety and protection. Eden wants to kill all wastelanders, but Eden isn't really in control. Autumn is the true leader of the Enclave, and he is probably the least xenophobic Enclave leader.
That's Autumn's plan.

Well 76 did have a half decent story from what I've heard, it just wasn't expressed very well due to a MMO being a poor medium for it.
Also regarding Autumn, even if this characterization of him was accurate it would at best put him as being an aggressive parallel to Lyons of the Brotherhood of Steel, and we can already see what his attempts of reforms did to the BoS. An Enclave schism might be interesting to see, they're not total monsters just the ones in charge. But do you really want a faction of 'traditionalist' Enclave to step up to the plate?
Also Autumn's views don't match with his actions, at best he seems to be using humanitarian efforts as a means to an end in securing the wasteland for Enclave control. If he does assume control he would likely use the purifier to shackle wastelanders as a type of underclass to be exploited by the Enclave. It's already been previously stated that if Autumn really wanted to be a humanitarian he would have worked with the Purity team and BoS on the purifier without coercion or threat, instead they invaded and occupied the facility.
Saying Autumn can reform the Enclave is about as misguided as saying Nate/Nora can reform the Institute in FO4, it's not likely to happen and when the faction backslides everything will be worse due to the gains they made while they were 'good guys'.

I only know 76's story from watching a few lore vids on youtube. I'm actually quite curious to what a 'Resident of 76' such as yourself has to say on it. From what I gathered it was pretty much Bethesda par for the course in terms of good concept and framework but with poor execution in practice. Combine that with how MMOs have to keep the game world-state static for when the next player(s) come along at it makes the game world far too static to tell a compelling story experience.
Combine that with hearing nothing but reports of it being a buggy mess and even what little play vids I did see looking more like a generic shoot'em up then Fallout and I just have no interest in playing 76 myself... until modders get around to remaking it in FO4 at least.

Except that will never happen. In Raven Rock, Autumn orders the troops to directly disregard Eden's orders, and they do. Thus, Autumn has essentially total control over the Enclave.
His plan is to seize the purifier and then use it as a safe haven to distribute supplies to wastelanders, securing their loyalty to the Enclave.

Probably not, he views them as American citizens. Ghouls and Super mutants would probably be the ones exploited for slave labour and such.
There's many possible reasons why he invaded. One possible reason could be that the purifier was under BoS control in the past, and the scientists there worked with the BoS. Therefore the purifier is essentially BoS to the Enclave. The Enclave and BoS have a bitter rivalry and want to annhilate each other since Fallout 2. Any attempts at peace from either side would end in warfare.
Fallout 3 still suffers from shitty writing but not as bad as Fallout 4. What the fuck are the institute's motivations?

It is the main setting for the "Corpse Party" series. It is otherworldly plane created from the grudges of the murdered innocent whose damned souls sustain it whilst drawing in more victims. Any who die there are doomed to remain there experiencing the pain of their death for all eternity. It's like Silent Hill's Japanese High-school AU. It definitely ranks up there on the "Fuck no" scale even when compared to the worst places in the FO-verse. At least if you die in the wasteland you're just good old normal dead... most of the time.
There are several Let's Plays of Coprse Party available on youtube for your viewing pleasure if you're curious about the series, and there was even an anime adaption as well.

I find it quite funny that even though she has gone mad with magic, she still doesn't want to lead, instead being content to eliminate those she finds unfit for the job.
