Well here's the thing: Videogame logic dictates that thinner bullets, like the 5mm the minigun in Fallout uses, are less harmful than, say, the wider, but shorter 10mm bullets. This is just not the case: A real-world minigun can tear well-armored infantry into pieces, given how fast they fly, the sheer number of bullets being fired, and given the fact that minigun ammunition is pointed, meaning it can pierce light armor quite easily.
One reason I give Universal Librarian all the praise is how well he handles combat: You don't just get shot and shrug it off or run through a hail of bullets; the characters actually fall and become incapacitated as a real human would. Even when getting hit while the characters wear armor, it shows they still feel the pain of the impact, lessened as it may be since combat armor in Fallout is evidently made of metal and ballistic weaves. Bullets move fast and with that much velocity concentrated on a small area; hell yea, it hurts. Whereas the much heavier armors like full-on power armor can shrug off small arms fire since the plates are meant to be like the kind they used on very light tanks.
And that's not even addressing how injuries are handled. Everything requires proper treatment and causes some form of impairment, like the first time Rarity got shot. Even if going by the in-game calibers (.32 ACP in that specific case), it will stop and drop a human.
