Funnily enough, it's not the first one with her being a serial killer... Hell, there are even fics with Twist murdering everyone...
As for this story... it's rather average, I'd say. The idea is pretty solid. I like the way description sounds, and the sudden mood swings between happy and murderous (I make dolls, let's kill someone! I like that kinda psychotic enthusiasm).
On the other hand, I'm not sure whether the somewhat awkward prose was an intentional attempt at Diamond Tiara's style (she's a kid, after all) or just the author's general trait. Having looked at the other fics, I'm afraid it's the latter. I guess a good proofreader would be necessary to straighten out a few details.
