I don't think it's very funny. I'm not downvoting it, because I only downvote trollfics for the most part, but I honestly think you should have looked at this a few more times.
1. You write like it's a telly-telly childrens book that you're trying to get published. Nothing flows correctly, in my opinion.
2. Why would there be a tap in ponyville if nopony knows how to use it. You can make funny concepts, but keep them logical, please.

Certain aspects in this fan fiction I based on events that took place in my life, such I fixing a tap with a sledge hammer's weight to suppress tap to stop it from running.
