Requiring drinking another pony's blood might have something to do with it. Luna was getting more and more isolated, being feared as a blood-sucking vampire likely wasn't something she was looking forward to. Sanguinarians nowadays have the advantage that hospitals can draw and preserve blood, but a sanguinarian back then would have to drink from the source, or at least get a reasonably fresh donation in a cup, at all times.
I think Celestia would be aghast at how this was handled. Even though this was a nessary and correct call. I hope that Luna gives Max a big why don't we have you in charge moment soon. That was perfect and I think not even Luna could have called them out so blatantly.

While Max is morally correct and has good intentions, the what he's suggesting here would open a whole new can of worms. If the nobles don't want to pay humans the same amount as ponies, and the humans really do work at a lower quality, the nobles just won't hire any humans, period. The noble has a point from a business perspective, why hire a human who will work slow and pay them the same amount as a pony when you can hire a pony who will work twice as fast for the same amount? Now no humans are gonna be able to find jobs. That's probably why Celestia didn't just say what Max said in the first place, a problem like the one presented requires a more elaborate solution, she likely wants humans to be able to find jobs and get paid and contribute to society, but you can't make the nobles hire humans if the humans are gonna do a worse job. That said, I know this is just a fanfic and I can suspend my disbelief, and the nobles are just being greedy pricks.
It would be amusing...nay humorous...nay hilarious...if Celestia had been agonizing over this problem for who knows how long and Max solved it within the span of a few minutes.
Why are the nobles throwing a hissy? I don't understand what the fuss is regarding Equestria humans. Aren't they hella strong, good at digging, sturdy, etc.?
I would imagine the humans could fill the rolls of laborers. Doing the dirty work like they've already done (for example: mining). To shoot down that a pony could do all jobs better, I would argue that humans could rival or surpass Earth ponies when it comes to digging. Humans probably would enjoy this work too, especially if praised for it.
As they continue to develop mentally, then they can branch into other fields.
Remember, it's not about who does what job, it's about being treated fairly as equals.

So what if they don't hire humans. Right now it seems humans either want to be left alone or be cherished family members. They're already self sufficient. Once they develop more mentally they'll be able to do more and be worth more as a workforce and I highly doubt the ponies would be anymore open to equal pay then.
Deal with it now or deal with it later. This is going to be an issue until they're treated equally and until they are it's going to be a constant and growing problem.

From what I gather Humans were a source of exploitable very cheap labor that needed little to no upkeep and no protections under law, they’re in a tizzy as the whole system is thrown sideways now as now the working force requires standard pay and are protected under law as equals even though current gen humans are still basically dumb animals (they prob don’t know they’re on track to be reasonably intelligent in a few gens).
You know if actual Celestia iwas confronted over the situation, she'd tip-toe around making a decision and not be blunt about it.
Another possible issue with being this "offensively" blunt, is what the nobles might do in return. Which largely depends on how much power they have in government. Can they try and complicate/stop her passing laws, like the American Congress tries to do, tying things up and slowing them down? Or are there other ways their petty selves can make her life harder?
And IIRC, in an earlier chapter, or maybe one of the later chapters of the first book, it occured to me that paying wages in food would be the right way to go about things to begin with. Or maybe a mix of food and currency, like the Roman Legion used to.

Max's solution is to pay the humans for the level of work they do, and pay them in food to avoid the money going to waste. If a human does work that is worth 25 bits, they get 25 bits worth of food. If a pony does twice the work of a human, the pony is paid 50 bits. This works for the short term, and eventually as human intelligence catches up to pony intelligence, they'll be able to work at similar speeds to a pony, and because their payment is dependant on services rendered, will get equal wages to that pony.

Imagine you're a diary farmer, and suddenly your cows become intelligent and your government is demanding you pay your cows fair wages. A lot of farmers would be up in arms at the added costs, even if at the same time they can't deny they're no longer working with regular animals. One of the two has to give, and these nobles chose to deny human sapience in favour of making more money.

Except picking cotton for example, is a hard, tedious job that the white Americans thought was beneath them and by in large refused to do, so the black ex-slaves kept working those jobs. Don't forget about pride in all of this, it's not just simple numbers. I would imagine that there are similar conditions going on in this world.

This is not a big deal, because all dairy farmers would be affected in the safe way. They all now have additional operating expenses (in the form of paying additional wages), and they will just pass this expense on to the consumer. This just means that milk is now more expensive at the grocery store, not that dairy farmers are making less money or are out of business.

Couldn't the farmers pass the pay onto the cows? Charge the cows for housing, food, medicine, vaccines, comfotable milking equipment, ECT... From my understanding a majority of milk farm expenses are spent on the comfort and health of the cows anyway.

There's a problem in your initial assumption: that humans need to work for a living. The humans we've encountered so far seem like they'd be perfectly happy with leaving mainstream Equestrian society and just doing their own thing. From their perspective, civilisation has little to offer except tasty treats and maybe some comfort. No jobs for humans? Oh calamity, they won't get any more of that worthless yellow metal. Guess they'll just have to go back to the forests and caves and whatnot and go back to being hunter-gatherers
Likewise, you say that humans aren't able to do as much good work as a pony, but I doubt that. Sure, they won't be doing any secretary work anytime soon, but I'm sure they can still do manual labour easily enough. In which case, yeah. They do deserve equal pay.
And if it is true that they just can't do good work yet, period, full stop? Then it's not really the work that the nobles want, is it? Then it's about exploiting someone who probably won't able to tell how they're being exploited. It's about owning someone.
Honestly, I'd say Max opened the door to indentured servitude on this one. After all, if humans have to be paid like ponies, then that would logically mean that humans have to negotiate their pay like ponies, and sign a contract like ponies. And unless Max steps in to create a nationwide union for humans that can negotiate on their behalf, I struggle to see why that wouldn't be a thing. It's not like it'd be hard to get a human like, like, Pyresteed to make a mark on a legally binding document that would give the holder all manner of power over her. We do it to ourselves all the time. Does anyone ever even read all those EULAs we agree to?
