Celestia should take a breather and think.. How much is hear aunt worth if she allows the nobles to hunt her. I can see it now:
"Why did you leave".
"Well you obviously did not want me around, why would you allow nobles to send sanctioned hunters to try and capture, possible kill me if you wanted me around?."
And if they are allowed to hunt members of the royal family because there is a flaw in the law, then maybe Celestia should step down and leave the throne to some one that is stronger and willing to work for the betterment of the people (all the people) and not only the minority elite. I fear the corruption running rampant when the nobles do what ever they want and Celestia is to afraid to act because if she let her aunt be hunted, what more did she allow?.

It is more that the hunter that are sent aren't sanctioned by her or the government, all free enterprise or private businesses, and the nobles don't believe that the Ki-rin is/was sentient.

So, they sent "hunters" behind Celestias back. Ahh,,,, In the chapters it reads like they went around the law that Celestia could not , would not stop. This clears up so much.

I'd use the 'Boot meet Ass' approach until someone confesses that they 'indirectly' sent hunters after a 'wild Kirin'. Nobility, especially Equestrian Nobility (save Fancy Pants and his ilk), seem to think because they were "born into bits" that they can do whatever they like... a good firm ass-kicking would get the point across they can't do whatever they please... including a certain imbecile, whiny ass blond 'Prince'.
