The problem is pre-judgement based on appearance and or "Dark Magic" goes against the reforming nature of Celestia/Equestria. A change of this nature needs a proper setup, if you want your readers to assume this is how Equestria would typically respond to threats like Nox, you need to set up the world to portray that. Celestia needs to have a more "Light is good, Dark is evil" attitude. A person who rejects Evil for evil's sake would see good works done by evil as corrupt. This goes against cannon for Celestia, so context is needed. Perhaps some doubts about her sisters reform, perhaps some personal disdain that her sister would become corrupt.

Celestia's reaction might have been fair at first but I doubt she wouldn't have jumped on the slight possibility an Enemy might wish to be reformed.
