Nope, they just picked up and put Dash and Thunderlane together by pure accident.
So they really do appear to condition Rainbow to enjoy being helpless. Thunderlane didn't have the same focus on the fact that he was tied down, after all. And Rainbow Dash's reaction grows stronger every time.
