I think Celestia would've told Twilight anyway. It's Luna who would've insisted on keeping this sort of thing secret. If it was only Cadence was taking over then it would make sense to keep Twilight in the dark.
This fic has a lot of potential if you slow down and take your sweet time. Build up the details, really make us feel like we're there. And consider picking up an editor or prereader, there's some basic grammar mistakes that need to be corrected.
