The way Equestria works is a hodgepodge of feudalism and semi-modern representative democracy, underneath an immortal ruler that doesn’t have to worry about silly things like dying or rebellion since Celestia’s the only pony who knows how to raise the sun.
Because of that, Celestia focuses more on keeping the commoners happy and being the single voice they’ll unite around if it comes down to it. Because she’ll be around forever, things like the corruption of government that happens to every real society ever isn’t a problem for her. She never bothered with things like the Magna Carta, private property, or even something even approaching a free press and has complete power to do whatever the hell she wants. Now, there are laws that protect the citizens and everything like that, of course. But there isn’t something like a Bill of Rights that Celestia can’t just toss out the window whenever the mood strikes her, which is never.
Beneath Celestia, the lords from Canterlot are the ones with pretty much all the financial power. Practically every Canterlot noble can trace their line back Unicornia and although there were non-unicorn nobles in Canterlot at the start of Equestria, the ones with the horns made sure to move them out of the city over the years as well as insulate themselves from anyone trying to get in both politically and financially. If there’s a new invention, they’ll buy the patent (Celestia wouldn’t allow things like theft) just to keep competition down in the long term, even if they lose millions. While they’re assholes, but they’re not stupid. They all know Equestria revolves around Celestia and they want to stay as close to her as possible. At the same time, it lets her keep an eye on them to keep them from getting too out of control without having to take drastic measures like she did with the Line family.
After them are the Barons, ponies that have been granted land by Celesia and a title to give them authority, but they don’t live in Canterlot. To the Canterlot Nobility, they are technically lords (since a baron was a rank of lord in feudal society), but they’re lords from ‘over there’. They’re lesser stock that Canterlot nobles can stand to do business with, even marry if they’re hard up for a match like Fancy Pants’s family, but they don’t get invited to the social events. Applejack’s family falls into this area, however they didn’t have the financial means to build and sustain town so, they have long since given up all political authority that comes with the responsibility of managing an area.
Then comes elected officials like mayors and congressmen, which are more like city representatives than lawmakers. There is a House of Commoners and a house of Lords, but the two of them exist to keep all the municipalities functioning and advise Celestia on what laws and taxes she needs to pass in regards to the nation as a whole. They don't have the authority to really do anything on their own.
I covered this in a blog post, but I'll give a simple version here in regards to some of your question.
Think of time like a movie on a television that you can pause, rewind and fast forward. What Starlight's spell does is take the caster out of the television and gives them the remote. She stepped out of the TV while the movie was playing, then waited for Twilight to step out before pressing rewind. Movie rewinds to where Dash gets her cutie mark, Starlight presses play and steps inside. Twilight follows her a few minutes later, then gets kicked out of the television again before the fast forward button is pushed and movie speeds up with Twilight standing outside. Twilight presses play and jumps back into the part of the movie where she had been before it was rewound, but the new plot twist makes everything different.
Now, because the movie is currently on fast forward, any spell that has to do with targeting a specific point in time like a ten second rewind on Netflix is way off because time is moving much faster than it should be according to the spell. Any attempt to look back even ten seconds would show about a month and a half, and since we saw when Twilight drank her time travel/viewing potion it gave her images from 1000+ years ago off of a sip, these things can't be that accurate when it comes to modern day stuff.

Plus she will undoubtedly have Twilight and this timeline's set of Elements of Harmony, plus Cadence and Shining Armour, all tooled up with dedicated anti-NM hardware and spells developed by Twilight Sparkle with 9 years lead time given to her by Cadence, possibly aided and abetted by Starlight Glimmer if she sticks to her 'Road to Damascus' moment from this timeline.
I don't think this plan was very well thought through.
But finding ponies Twilight Sparkle could be friend? That was an achievement.
