And no, not quite. The town that was going to surrender was Bindleton, which was a merchant and shipping port, located in the Southern end of the Caribou Empire, still bordering the South Luna Ocean. The town that Danin fled to was Bryerton. Bryerton was specifically built to be a back-up command center, and final stronghold, located almost 450 miles away from Donneth, and is close to the Southernmost edge of the Caribou Empire. Two different cities, each about to meet two VERY different fates!
Man, It's been so long since I watched LOTR, or even the Hobbit. I kinda forgot about it. Did you get the idea of the "Harbingers" from those series? I know the lich king of Angmar, but i'm curious.

And yes, I did indeed Base the Harbingera of Death on the Nazgul from LOTR. Not only were there 9 of them, but they had glowing eyes, dressed all in black, had terrifying shrieks, and each member of the Harbingers bore the name of a Nazgul, with Leopard being the Witch King of Angmar. The entire operation itself was even called “Operation Nazgul”!

And yes, "Operation Nazgul" was one of the greatest success stories in the history of psychological warfare! And while Leopard was the Witch King of Angmar, the other 8 simply gave themselves names that they had to come up with, since there were only 2 named Nazgul. And it was all thanks to tattered clothes, makeup, a few special effects, and of course Unicorn-cast illusion Magic that it was so successful at all!
