This does make me wonder, what can the deer do about pegasus cities like Cloudsdale. Ignore they fact that they are high above the ground, they are mobile. How could they ever deal with those?

Easy, cut off their sources of water and food. Dispite being mobile and far from reach it does suffer the same weakness of any stronghold. Without constant supplies it will fall to thirst and starvation.

Depends on how self sufficient they are and mobile they are. For water they probably harvest clouds, or else just float over some body of water and suck it up. As for food, considering they can directly control water vapour I don't see hydroponics beings beyond them.
I feel like, now that a draft has been constituted, there will now be an ongoing weapons development program as well. Both Magical in nature, and otherwise. We'll probably see the creation of the first projectile weapon - the cannon - and possibly a proper Airborne Infantry. I mean dropping Earth Ponies/ Unicorns behind enemy lines, to cause havoc. Possible Armored Infantry as well, people designed to take out groups of enemies, whilst still having effective armor that can withstand it. Probably made of some form of metal that has magic-resistance to it, along with a form of flame immunity-resistance, to combat the green flame. On the flipside, the Cervidae will more than certainly be doing the same, albeit at a faster rate. So, most of the defensive capability will go to the Equestrians, while offensive will go to the Cervidae-Whitetail. Equi-Whitetail infantry will probably not be used for much, if used at all, but the thought that the Whitetail might use their experience to help the Equestrians learn some weak-spots and possible drawbacks in the Cervidae-Whitetail armor.
I'm thinking in terms of The Great War, without involving any of the other nations besides those already involved in the conflict. Anyone have any other guesses?

This is only a few hundred years since the unification, they are still using pegasus runners for message travle I doubt their technology has progressed to allow for hydroponics. And surely not on the scale they would need to feed an entire city. As for sucking up water, they need a force of hundreds just to make the tornado, all the deer would need to do is post small forces at major lakes and rivers where ever the cities move near. Stop the tornado and stop the water. Eventually the watervapor will dry up and they wont be able to sustain themselves.

Water problem is easy to fix, just park over Ocean for a while and store up water.
Besides, if they post a few guards over by each lake those guards would just get violently killed.
As for food, yeah that the tricky part. But if they just keep moving and forage on the move I could imagine they could keep going for quite a while. Or just move into allied territory.

The ocean is tricky, while getting clouds would be easy they would be entirety reliant on natral water vapor. Salt would contaminate the clouds and might make drinking water unsafe. Not sure what process they use to make clouds prior to cloud machiens, but i doubt even thoes could handle the loads of salt in the ocean water. But the Ocean does solve the food problem. If you dont subscribe to the idea that Ponies eat fish, then there are aslo a huge annount of Kelp and other sea plants that could be harvested. They might have to deal with vitamin deficiency, but it be harder to track the city over the ocean allowing them to snach and grab costal areas. But as a whole the Pegasus would not be in any position to help Equestria fight and it would be like surrendering the inland.

I'm pretty sure water vapour has the tendency of not having salt in it. Else most rain would be salt water consider the majority of the vapor comes from the ocean.
And I admit that cloudsdale alone would not be enough. I'm more wondering what exactly the deer are going to do about it.
Hell, cloud structures like cloudsdale would be really handy as supply depots.

Ocean spray travels for miles and does contain salt. Clouds do catch these particals and carry them but because the impurities collect water vapor and form droplets, they become too heavy it falls as rain. That's why some areas have hard water rain because the salt and other deposits. Probably not enough to make you sick if you drink rain water, but I would imagine it would be very bad if your city kept falling apart because it was collecting too much salt.
Again the weakness of your city storeage idea falls when the deer control the land. If the ponies hold onto pockets of useable land it becomes a struggle to hold thoes locations. Cloud cities would be tied to thoes locations as their fate would be sealed if these places fall. As for moving the city about to resuply locations what can you do with a city that you couldent with a chariot convoy? Also the chariots dont move tons of civlians through dangerous occupied territory.

It mainly depends on just how fast the city actually is I imagine.
If it's fast enough they could raid by staying ahead of any army large enough to be a threat.
As for the supply depot thing, it's the same difference as there is between using a ton of trucks to move something and using a cargo ship to move it. Far more efficient for bulk transport.
And I was not specifically talking about using Cloudsdale itself, but a supply depot made of the same stuff.

Cloud depot, you think those would be a thing already. Mobile cloudfort might seem like a good idea, until you have to defend them from arial and ranged attackers. Then they would be better defence if they were made from paper. All the deer would need to do is start teleporting bombs over the structure and hope it disapated the clouds or damage the contents. Probably not something that would be cheap on the resourses but Id imagine a big floating ball of enemy resourses would be a tempting target to not try it against.

Eh, depends on how high the things can get. Get them 1 km (which is not that high and the air would still be perfectly breathable) up in the sky and I which you good luck hitting them with ranged weapons. And it's not like they have to be in the line of fire. Also, I seem to remember teleporting being strictly unicorn magic. At the very least, I don't remember any instance where the deers did it.

There are other means of getting explosives up that high, levitation being something the deer are quite adept at. But lets say insted of magic we consider the merit of a cloud base. All it is is a store of valuble supplies floating in the air with little to no protection other than it very high up and obscured by clouds. The only positives is that it makes the supplies relatively easy to move.
I admit that the strategy has merit, but I think it assumes too much about the limitations of the red tail. As far as a fort goes I take a brick and stone keep over a mile high cloudbank.
Somehow I completely forgot to comment on my previous chapter and took my time with this one. I can't help it, I'm getting old. Ripe old age of 31. Soon I'll be yelling at kids to get off my lawn and reminiscing about how BACK IN MY DAY WE RESPECTED AUTHORS AND THEIR DUMB HEADCANONS.

What about a dragon, or a dozen? It might be geopolitically painful given who dragons are, but they should make for awesome force multipliers.
Though I'll admit that this was largely thought up due to imagining a dragon warning the deer off of a favored remote town near his/her lair.

7724893 Is there ever going to be a point where Celestia steps onto the battlefield? That's where I thought the end of this chapter was headed and I got all excited, but then I read it and it made me sad instead.
I mean, she'd destroy the deer. Bring the power of the sun down on those fuckers and there'd be nothing left.
And I know that Celestia, most of the times she's written, hates killing things, but considering that she's just approved the first ever equestrian conscription to defend equestria, she herself going out and fighting might not seem like too much of a stretch pretty soon.

Hell, she didn't even need to bring the sun down. All she needs to do is open a small hole in the atmospheric or ozone shield thingy directly overhead the Redtails for a few seconds, and everyone in the area of a large city will burn to nothing while the landscape rendered uninhabitable for a while.

I hate you, by the way. The whole time Eradaxis was in the room with Praxilus the little 'Game of Thrones'-scarred part of my mind kept saying "he's an assassin. You like Praxilus, now watch him die." I was legitimately shit-scared throughout that whole scene because I thought that Elinwynn had somehow found Praxilus and had sent an assassin after him, and despite knowing that Eradaxis is a good guy (supposedly) and that he'd never work with the redtail, that little lingering doubt stayed there in the back of my mind because of what that show has done to me. This has been happening for the last few chapters, because I keep thinking that you're just gonna do a George and find some way to kill a good character like Gilias or Phalanx.
It's awesome. But also fuck you for being able to do it.
