Your choice of names is... odd. I'm curious what you meant by them.
Victus as a noun in latin can mean food, living, sustenance, or even way or manner of life.
However, as an adjective it also means beaten or defeated. Invictus is unconquerable, or unbeatable. Victus is its opposite.
Tercio, as far as I'm aware, just means 3rd. In military history it was a term used by the Habsburg Spanish Empire to describe an infantry formation of up to 3000 troops made of pikemen, swordsmen, and arquebusiers or musketeers.
Tercio: "Soooo preeeettyyyy..."
Celestia: "Sheesh! Not again! I'm already swimming in scrolls swearing true love. Seriously, I filled a bathouse with them last year and sometimes dive in!"

Unless maybe he had a sibling not yet mentioned, or perhaps one who died.
Either there's a potential story behind the name, or the author just thought it was a cool name. Either way, I wasn't saying it was WRONG that the author used those names. Just that it was odd.

I'd suggest not looking too deeply into the names. I picked some of them just for how they sounded, or because they're callbacks to Roman themes in general. The two examples you chose, Victus and Tercio, are easy.
"Victus" just sounded like a cool name for a legionary pony. That's really all there is to it.
Tercio? Well, that would be telling...

Well, other characters have referred to him as human, and he's told characters he's a human, so yes.
As for Celestia, well, that's to come.
And finally: In my headcanon, Equestria is larger than Whitetail by about half, and has more population. Beyond that, we'd be dipping into spoiler territory. You'll just have to wait and see.
