This is the best Story I have heard so far :D
a little rushed but otherwise good, I understand you must be busy if it is this short after this long of a wait.
I don't know if I like this being a Rainbow Factory fic. It really came out of the left field, it doesn't have a Dark Tag or Gore, has an everyone rating. And didn't have any lead up. You could've had any other twist than that and it would've been better. But I usually don't read Alt. Rainbow Factory fics. And without any kind of link up, or lead up this kinda ruins the fic for me.
I'll give it a few chapters before I decide weither I want to upvote and fav, or simply dump the fic and move on.

I read the story just now, so this is technically an Alt. Rainbow Factory tie in sequel? Rainbow Dash never said that it was true. But here supposedly in the future Rainbow tells her the truth. But if CWC is as corrupt and has as much near omniprescence as in RF. Then the second Dash told Scoots then Scoots would've been in trouble. Hell telling anypony else she'd basically be putting herself and Dash in danger.
I've always had a few problems with RF that was talked about in the official sequel a Pegasus Device (didn't like that), but still. Celestia either never knew, or purposefully allowed the mass murder of thousands upon thousands of innocent children. Her friends never saw the mental breakage of Dash from working in that hell whole. And while other ponies are being watched like a hawk and the only way to leave is in a box or in a mental insitution. Yet Dash is given free reigns.
I hope you end the "Rainbow Factory" and Dash leaves that place so we can focus on the dynamics between Dash and Scoots. And I don't think that Colt can keep his mouth shut. I mean the mass murder of innocent children is something that you don't just keep shut, especially since 99% of the Pegasi populace have no knowledge of it. And he doesn't owe anything to Scoots especially if he has any siblings or cousins / nephews he cares about.
But as I said I'm going to watch what happens in this fic. I personally don't like RF, and even as a tie in. It was confirmed here in this fic that foals are mass murdered for Spectrum, the only difference here is noone was killed off in the last fic.
