Well I do have a plan to draw on one big bad that will be able to counter Sarah's powers.
And now, after a chapter where she created galaxies out of nothing we get a chapter where she takes control over street gangs. What exactly stops her from teleport them all at once to herself with a single snap? What stops her from changing them as she see fit with another? Yes, Discord can warp mind too, so why not use it for something good for once? In fact, why she can't (and haven't even tried as it seems) to alter herself to stop feeling constantly hungry? She got the power of a local god, scolded him for not looking into possibilities of using it and now doesn't use it herself... because that would be too convenient, wouldn't it?

You are giving me a lot to think about.
Have you ever noticed that canonically Discord never breaks his toys? As in, he doesn't kill. That's because he know that the death is a highest form of order and he's chaos. Killing is the very last thing on his list to do any day or night. You made him kill casually here and for no reason whatsoever. Even your version of Discord took over Canterlot and princesses couldn't do anything about that, but now your character needs an army for some reason and killing guards whose job is literally to keep shit in a reasonable boundaries.
Her power grab will leave entire country in shambles and turn into extension of hell. Unless that's her goal, but isn't she trying to turn the rotten world she end up in for the better? If so then how killing military and police forces of the country helps with that? Oh, yes, it's a show of force, but so is capturing them alive. That would be even bigger show of force without sowing more hatred and grief for no particular reason.

That's the problem of having too much power. You can't make a good story out of it unless you move focus away from the power and concentrate on something different like everyday life, for example. Something, where all this power is completely useless and can't help to solve much.
This actually was a good pause in the story. When your character is way too powerful having chapters like this is essential. Especially if that will involve her eventually.

You gave me an idea that I will implement.
Just a reminder: if local humans are resistant to magic of found a way to locally nullify it there's always an option to magic yourself a gun or materialize a few metric tonnes of debris and bombs, and accidentally drop all that wherever the source of the annoyance is. Or drag a nearby mountain, drop it and pretend it was there from the beginning.
BTW, if there's no way to disable hunger with magic it's still possible to magic yourself a slab of meat or a feral cow.
Kinda expected this outcome with attempt to magic hunger away. Would be way too simple, but option to magic meat into existence is here and chaos magic, while chaotic, is very capable to create organic. You just won't necessarily end up with the kind of meat you wanted. Like pork instead of beef, for example. Or frozen mammoth. Still meat, though.
That's unless she specifically have to eat souls. Quite a disadvantage that would be. It's not like you can summon demons from Tartarus and eat them... Right?

You know, I think I figured out what is wrong (from my point of view) with your story. The story is fine, the problem is this is not it. This is a draft of that story. It feels like reading a conspectus. The bones of the story are here, they might be misaligned a bit and a few might be missing, but in general they are fine. There's skin, it covers the bones and none on inside are sticking outside. However, there's no meat and we can only guess placement of internal organs.
I don't dislike it. I just think one day when you'll get more experience with writing you'll decide to rewrite it.
