Not automatically. A cutie mark for taxes ought to represent a platonic ideal of taxation rather than a country's specific and fallible tax system. It's not that you're magically forced to comply with government agents and rules, it's that you intuitively grasp what you should be fairly paying to support the government, how you should be doing it, and not doing so goes against your personal values. Now, if a pony with that mark not only committed tax evasion but failed to get away with it, either though simply never getting caught, always getting caught but never by anypony inclined to arrest or prosecute, or being unable to prove in a court the flaw was in the existing system for not matching reality, that would be pretty dark... or at least, pretty cynical.
