This is clearly the Doctor speaking, (or Doctor Whooves), in his 11th incarnation or not, it is still a direct quote from Doctor Who. I believe the 11th Doctor said this along the lines of the Pandorica based two-parter, referring to a ring, which I believe belonged to Rory...Not sure why he had it though, I think it had to do when he was first erased from history due to the crack in the wall.
I could be wrong, but I know that the Doctor DID SAY THAT LINE SOMEWHERE IN THE SHOW.
