Requirements:
1) High-altitude suit - Not only must this keep Rainbow warm, it also must give her freedom of movement (interestingly, it may need to partially cover her wings to stop her from getting frostbite on the wing joints - Rarity is facing a challenge);
2) Auxiliary Oxygen - At altitudes significantly greater than 20 miles, oxygen debt could be directly or indirectly fatal. She'll need some kind of breathing apparatus to either concentrate the air or provide a substitute;
3) Lift augmentation - A lot depends on how the record committee view this but it might be a good idea to start from a high spot, maybe either Cloudsdale or even a high-flying hydrogen balloon before beginning the ascent. So long as she flew to that spot under her own power before taking a breather, she's still made the ascent.

I'd go so far as to say that, if The Powers That Be want to do a 'redemption/reintroduction' episode for Glida, something like this would be a good way to do it.
Would have expected a little more "Thanks for risking your own life for saving me, Gilda!" at the end, otherwise great story ;)
