So, this is all about the concept of informed consent, and is broadly tied to what is now known in pop-culture as the "Harkness Test". Essentially, if a sapient character (that generally means intelligence and self-awareness comparable to humans), regardless of species, appendages, what have you, is able to clearly demonstrate that they understand and can convey that they consent to sexual activity, that character is judged to have passed the Harkness Test, and thus engaging in sexual congress would be considered xenophillia.

Bestiality would be for non-sapient creatures that, on our world, would be species animals like dogs, horses, iguanas, etc. We judge that animals are not capable of giving informed consent for sexual activity; while some may infer consent in things like body language, in practice we wouldn't accept this argument for sexual activity between humans and the same rules should be applied here.

Thus, the difference between xenophillia and bestiality.
