I've been thinking about the low taxes from the previous chapters and let me tell you, that is not a good idea. Taxes are there to make sure that a government can run smoothly. I can see where you were going with the low taxes and loose laws that appeal to the people but there are also countries with high taxes and content citizens.

Take the European countries, Canada and Japan for example, the taxes are high but it is paid back to the citizens in the form of healthcare, education, better facilities, and better tech. Many countries with high taxes have free or almost free healthcare because everyone is paying for each other but that's not all. Japan makes it mandatory to take a yearly checkup to evaluate their health And collect information in the process. These countries can put more money into their education and research and development. Better roads, services, agriculture, aquaculture, transport or in the case that may interest this story, military funds.

You can make better rations, train educated soldiers, have great engineers and researchers, officers from military school,engineers for your mechs, trained medics in the field.

The only reason executives get away with embezzling money is because they are what's known as keys. A king is only one person and they can't govern a kingdom all by themselves. They have retainers or "keys" that help them govern the country. These keys are given lots of money to keep them loyal and in turn they give the keys below them money to keep them loyal and so on.

However, as an unstoppable lich king the keys have no choice but to be loyal so you can impose high taxes that pays most of it back to the people thus making them happier that the kingdom is making proper use of their money. I'm just saying that taxes are something important that needs to be used wisely. Many countries don't try too hard to crack down on corruption which makes the embezzlement all the more apparent.
