Yeah she intended for them to be a council because they are drunk on their power.
Okay....
On the plus side these six seem better than the alternatives. Luna was clearly scared of the alternatives, and it seems like she had good reason too be. Guessing the entire thing with the history of their universe playing out in front of them was all Triss and not something Luna planned. Luna's future seems like it coukd go really bad if Joss is any indication. She still has a long way to go, but it seems like Dreamwardens giving up eventually is one of the inevitabilities. People aren't meant to live forever.
Came.

Thanks. Fixed. I was majorly distracted working in this chapter since I'm dealing with unemployment offices and paperwork. It felt like a miracle to even get it out today, even though I had the chapter planned out for months.
What in the world is this person on?
I wonder just how this will change the game. I think some of this should be passed onto the proper authorities but the question becomes what should be passed off and when?

You’re welcome. Also, I been thinking about the magical awakening on earth and I believe it will be dominated by three groups of magic users. The faux ponies ( because at the end of it all there’re not real ponies or even Equestrian ponies), humans that caught the early stage of ETS ( going no further that a change in hair and eye colour) and finally normal humans. The last group will emerge last as it will take longer for humanities natural magical awakening to happen, but with other magic users about it will get a boost from all the ambient magic flowing through the world. In the long run it will be unknown just how much potential damage Sunset did with ETS, but that’s how things tend to go when someone thinks they know what’s best for everyone else. Such an attitude tends to blow up in your face with unexpected consequences.
If I understand the vision, the first half with Tregez, Kir'ta and Luna takes place in Equestria? I ask because it seems to imply Equestria's universe is as big in scale and age as ours, but I recall one of the main features of the original Pandemic was that the Equestrians were utterly baffled by the incomparable scale and age of our universe.

Luna had already seen that the magical awakening was getting ready to kick into high gear. From what she described humans like Connie and her husband, Eileen, Tom (Teresa's husband Tom) all have very small latent buts of magic in them now, maybe even too small for an average crystal pony to detect, but it's there now. Given the fact that the Dreamwardens are all aware if this too and have seen the rise and falls of many civilizations play out before them I doubt any feeling of pony superiority can remain after seeing that in any of them. Pretty sure this cured Phobia of any Shimmerist leanings. Wonder what she's going to tell Sunset Blessing now that she has this knowledge.

People aren't, no, but don't forget that Luna is an alicorn. Alicorns are fundamental forces, as close to divinity to blur the lines, and Luna's core element of being an alicorn is the night itself. Normal rules likely do not apply to her.

The first half does happen in Equestria but don't let the numbers fool you. While it seems vast in time and space initially you realize they are talking about a few million years at most, while our universe comparatively is dealing with 14 billion years. When you put those side by side Equestria seems not even out of its dipers yet. Also, should be noted that their universe everything has occurred on a single world so far, other worlds haven't even reached the standard of Equestria yet because it is so young and small.

Joss said something about reaching the first plateau, that sounds like what Twilight and Cadance are at. Luna and Celestia are at the second right? That does make her something greater than Joss was, but Joss's downfall into madness is still worrisome in regards to Luna.
And if I'm reading this right Phobia and the other night ponies are the first directly picked out by a previous dreamwarden and the first that didn't have their previous dreamwarden just give up. In both universes it is implied that the dreamwardens just get old and tired and just hoist the job off to whoever will take it without any care about whether they are making a good choice or not. Even the one who gave Luna the power of Dreamwarden basically said "you want it so bad take it" without much other consideration. Luna was not divinely chosen, she marched up and demanded the position and the dreamwarden gave it to her because it couldn't care less.

The main reason why Humans have any magical potential at all seems to be because of their contact with Ponies. The only humans we currently know had any magic before ETS, like Dr. Conner, were probably descendants of American Indians who had been contacted by Equestria's second expedition. I'd guess the second expedition may have temporarily transformed a few of the natives into ponies, in order to more effectively communicate with them. Connie and her husband were partially changed into ponies before rehumanizing, which is why they have some magic potential which may develop over generations. But if the goal was to quickly develop humanity's magic, before the Devourers show up, the best way to do it would be transform all of humanity into ponies through ETS, and then transform at least some humans back, to create a magically modified race of rehumanized humans. So I don't think the revelations in this chapter are inconsistent with Sunset Blessing's version of Shimmerism.

It's more the fact that Phobia has now seen magical civilizations rise and fall. Heck she has seen the civilzation Triss came from that supposedly put everything else to shame. She knows that the humans have the potential to rise in magical power and is aware of the magical awakening. She also knows that ultimately pony civilization will probably fade away as something else rises. She has to personally given up any Shimmerist views after seeing all this and she has been shown in the padt to have a huge impact on her mother.

While I wouldn't necessarily bet that any existing form of life will still be here a billion years from now, I don't see why you seem to assume that humans are more likely to out last ponies. If anything, ponies seems to have a few obvious, if perhaps temporary, advantages over humans as potential long term survivors.
1) Ponies exist in two universes, so even if they were wiped out in one universe, they might continue to survive in the other. Humans currently only exist in one universe, so if they are wiped out there, they don't get a second chance.
2) Ponies have the advantage of having at least two immortal leaders, with 3 more alicorns in Equestria who may achieve immortality, and the potential of more alicorns appearing on Earth. We also now have six new pony immortals on Earth in the form of the Dreamwardens. Some humans may eventually achieve immortality, but there is no guarantee of that, and so far none have.
3)Ponies are already an advanced magical and technological species. Thanks to ponies, humans have the potential to become a magical species, but the haven't done so yet, and until they achieve their potential, there is no guarantee that they will actually do so.
But while these pony advantages are real, as I said they are probably temporary. Since there are now over a billion ponies on Earth, and the two species are likely to interact even more closely in the future, I'd guess that if both species survive for even a few more decades, it's more likely the two species will become so intertwined that both will survive until some single catastrophe destroys them both.

The real question is where can I get some
wow and dam that is a grate chapter.
Absolutely incredible chapter! My mind is blown

I'll echo that as well, and this is coming from the author who originally conceived of the Devourers in the first place.
This is a splendid examination of the specifics of how they came about. The tie-in to the original story and the character of Triss is very nicely done. While Halira did share the ideas behind this with me in PMs to ensure it fit with canon, it doesn't compare to seeing it fully fleshed out.
Well done.
Pinkie! Who said you could notice the Dreamwarden as she was being bound?!
