Sha'am sure likes to talk and lecture. Lot of information to digest in that. Let me see what I gathered out of that.
1. So much for her not being as sadistic as Yinyu. That was flat out torture she inflicted. Granted Rudra was apparently trying to pull one over on her, but jesus christ!
2. What the hell went down with the night ponies back in Equestria a thousand years ago? Whatever happened that further reinforces the fact that Equestria isn't some perfect paradise world where ponies are just naturally good.
3. The fact that the Dreamwardens get stronger after you kill them is not a comforting thought.
4. They apparently do have some limitations as long as they are living.
5. That part where she says magic will make order if there is none seems like it could be relevant to all the humans who now have magic. It won't just sit and do nothing, it will make itself into something.
6. Dreamwardens are the only ones who can make Dreamwardens. So random ponies can't just learn to be Dreamwardens I guess. That's a good thing at least.
7. Confused about how she says 'transition period'. Is she talking about just them intitially taking power or something else?
8. Wish she had explained her own restrictions on her actions more. Really would like to know what oaths the Dreamwardens themselves had to say.
Did she honestly just tell them she'll be less brutal after she dies? If I was a night pony I would feel a vested interest in seeing a Dreamwarden murdered if that was the case. Of course it would need to be someone else that actually killed the Dreamwarden because that Dreamwarden is going to be pissed with whoever killed them, but I'd be hoping and praying someone killed one of them.

Seriously, WTF night ponies! I realize that the other three tribes had the whole windego thing to intimidate them into good behavior, but WTF went on with the night ponies??
They had Luna. I think she showed them that she did not need to be Nightmare Moon to make their existence nightmarish if they would not control themselves.
So when we get back to phobias pov will she be tasked with getting tonya under control since tonya is a massive liability. She only sees her evil actions as wrong when she decides to do them if Sunset Blessing decides it she is all for it. Tonya is Sunsets weapon and drug dealer not her lover.
Sunset Blessing is a weak willed person who needs Tonya to mind fuck her in order for her to be confident.
Someone has to put down Sunset Blessing soon because she is a matter for the dreamwardens becuase she may not be powerful herself she has a powerful mind controlling pegasus who is to stupid to go against her.

Maybe we can speculate on the other titles they have since they each seem to have them. We already have the Warden of Lust and the Warden of Death.
Ghadab seems the easiest. Warden of Anger or Warden of Rage maybe.
Phobia seems pretty easy; fear is her thing, so Warden of Fear or Warden of Nightmares.
Tikhiy Krik---um, Warden of Silence? Warden of Secrets? Warden of Sorrow? Warden of Sadness?
Psychic Calm--Warden of Calm? Warden of the Mind?
Honestly, I’m really starting to hate Dreamwardens, and the entire Dreamwarden system. I can understand temporarily needing information to disseminate slowly so people don’t freak out, but I honestly believe it’s in nobody’s best interests to not know about dream walking.
I also doubt Dreamwardens are capable of being impartial in all cases. There’s a reason we don’t have the judge, jury and executioner all in one- That’s dangerous.
On top of that, Princess Luna really doesn’t have the authority to do this. This is really a terrible thing for her to be doing, and unethical on so many levels, from her abusing her magic illegally, to indoctrination, violating Transformed’s rights of freedom... just so many things are wrong with this. I honestly hope the Dreamwarden project crashes and burns before it becomes institutionalized.
Oh, just want to add about Dreamwardens:
Of the people they’ve introduced to the dreamscape, I think about 25% needed disciplinary action. Of those we know, only 1/10 with mind magic actually did something bad using mind magic on purpose. And they haven’t even gotten into trouble from it (yet).
That means statistically speaking, the Dreamwardens themselves have done far more harm to others than any other mind magic user, intentionally, against those who have not used mind magic to harm others. This does not sit well with me in the slightest.

I don't know where you pull your statistics from, but at this point we have no actual statistics I can find in either story to say how effective they are. Considering we don't have waves of brain dead night ponies or legions mind controlled by night ponies we can assume that the controls are working. The only incidents of misbehavior we have seen is Midnight Star who seems to have been given leniency by Luna that the Dreamwardens have carried over, Tonya-- who can't dreamwalk, and Ryan-- who also can't dreamwalk. I really want to know what kinds of oaths the Dreamwardens have on them to keep them under control though.

I’m pulling numbers based on the number of characters we’ve seen in the story and know for certain what their interactions have been like. It’s not an exact science and is mostly anecdotal, I’ll admit, but you can’t assume the controls are working just because we haven’t seen mind controlled legions- Either 1.) They exist elsewhere that we haven’t seen or 2.) Nobody was going to make any in the first place, are both equally valid possibilities. My point is I’ve seen nothing to suggest that Dreamwardens actually work, but I’ve seen plenty of evidence that they are more than willing to harm others who haven’t abused their magic.

I wouldn't call what was done to Tattered hurting her, scaring her yes, but hurting her no. The only one we've seen hurt is Rudra who tried to be slick by misspeaking his Oaths and got caught at it, and he is still very much alive after that and Sha'am said her next step was banishment not killing him. On the other hand Lavender has confirmed that Luna has killed as recently as a few years before while still on the moon and she did it when establishing herself as Dreamwarden in Equestrian 1000 years ago. She also implied that kind of action was now extremely rare. We got from Midnight Star that Luna basically intimidated him into behaving as well. What they are doing seems kind of par for the course with what Luna already did in the past.

And I don’t think Luna’s actions as a Dreamwarden are acceptable either.
I consider the actions the Dreamwardens are known for to be mentally harmful and, because they are intentioned attacks designed to provide distress to the subject, on par with assault.
Did the people they mentally assisted do something not-perfect? Sure, they did.
But petty crimes shouldn’t warrant being assulted, especially when the only ‘crimes’ are not immediately going belly-up for a dictatorship established by another country on your country’s soil. (Total power over the dreamscape and the way they were chosen pretty much makes them dictators over it, and being chosen by Luna, who has no authority whatsoever to do what she’s done...)
Maybe the Oaths have good reasoning, but forcing them on people under pain of mental torture, banishment from your own natural ability, or death, seems insane.
I admit, I hadn’t been logged in in awhile, but I have been reading. Making edits and other things are quite time consuming.
On to the story, Dan should reconsider rehumanizing. This way, he is grasping at straws, and there’s no guarantee or even high likelihood this plan’s going to work out. That way, he knows what he’d be getting himself into, and the repercussions. Besides, given how rare they are, they are difficult to study. Anything that increases sample sizes will allow further knowledge to be obtained.
Also, there is already a rehumanized thestral who knows. If he did it, he would not be the first, as someone else already beat him to it. I wonder what Lu would think of that. If that want to prevent that, it’s too late. And he may not be the only one, either. Given just how rare rehumanised ponies are, there are still enough of them worldwide to make it almost certain other night ponies who dreamwalked did what he did. That’s going to make keeping a lid on it damn near impossible given the former NPs who know.
As others pointed out, these oaths may make sense mostly, but the insistence that no one but NPs know about it will only cause situations worse than Megan’s conversation. Rules that might seem good at the time, but only threaten to cause more distrust, especially on a place like Earth. Remedy already spilt the beans with two others, one of which had practical reason to know it. The only possible justification for keeping it away from all non dreamwalkers is strictly traditional. Plus, no one asked to be an NP or to dreamwalk in the first place. And it sounds to me the DWs weren’t given a choice in the matter, either, meaning they were coerced into two things which they now have no freedom to back out of, ever.
They need a repeal, as that one aspect of the oaths is obsolete. There’s no telling what abilities humans, even ones who have never been in contact with the virus, will develop, even within the century. Anything is possible, and anything can happen at this point, and presuming the dreamscape is forever out of their reach, and maintaining this discriminatory, segregationist oath only leaves open possible loophole abuses. For all they knew, they might have told their friend before she reverted TF.
If what is said about them is true and they are never allowed to die, if there were ever a way to do away with all forms of subconscious, by all means do it. They serve no purpose anyway. Or engineer a disease that renders every infected patient sterile without side effect, and release it into the world once enough volunteers prove no side effects are to be had. Prevent more sapient lifeforms, and there is no creature to dream. There is no justifying that kind of existence. No creature deserves that. Alex, Jacob, Chance, Jacqueline, Harlequin, Ezri, TD Powell. Any one of them could and would tell you it’s absolute hell.
Rudra is one stubborn pony! You'd think after the first agonizing death he would not mess around. I can see why this was totally necessary! If killing him four times is what it takes, then thats what it took. Thats not being too extreme if it was what it took to get Rudra under control. Really these ponies don't need to be terrified. They have to have high respect and if they do then the dreamwardens are pretty cool.
Also a big difference here between Rudra and Tattered is that Tattered refused to say it, where Rudra tried to fool this one, multiple times. Sha'am said she could see it was deliberate. Rudra also could have just said he would rather not dreamwalk and avoided all that too, if he didn't want to do the oaths or felt little appreciation for their necessity. I honestly feel no pity for Rudra. I would have if it was one death, but obviously it wasn't overkill(I'm proud of this pun) if he didn't listen after one.
I feel like all the Sha'am's reasoning well justifies what Lavender felt was excessive.
