I have to say this is great. I love that the main point is collecting unique weapons and armor A.K.A. THE GREATEST PART OF FALLOUT! I enjoyed this new chapter and hope all the other chapters are as good. And just ask if you want Keen Eye to meet anyone from my Fallout Equestria stories "Tales of the Wastes" I enjoy him as a character. (if you take me up on this though please send me a rough draft to make sure they act in line with themselves and remember to say which ones I made and give them my a link to my story. Also here are the stories http://www.fimfiction.net/story/17025/Tales-of-the-Wastes) I genuinely love these and hope Keen Eye's adventures continue and would love to see The Defender, Rose, The Storyteller, or anyone else from these tales on an adventure with him.

. This is a great introductory chapter and I'm very eager to read the next. So I'll go do that right now. 
This is an excellent chapter, even if it is just the Fallout: NV quest. I liked the joke about Smith and Wesson being two named weapons, rather than a Smith and Wesson. Only thing I might advise changing is Rad-X to Radsafe. Judging from the fact you mention the Moohave, I guess you read New Pegas
that's great since I'm a fan of that story too.
I get the feeling this will be a more light-hearted story, which is nice once in awhile. Also is the name Hank based off of the character from the Madness Combat, flash series? Also if you want to send Keen to an interesting locale, I'd recommend Wintertrot, but caution him, given the dangerous locals, like Snowhounds (Hellhounds/Deathclaws), Super Stallions (FO3 Super Mutants), Zebra Remnants & Snow Pirates (Large Raider gang).
Any plans for Keen to visit places from the other major stories, like Dise/Caledonia & Hoofington? Also did you know Tales of a Courier and New Pegas are in the same Canon, the two deserts meets at a mid-point. Oh and I added your story to the FOE Side story list Link
