In general, after reading this part of the story, I have a second theory about the order of Celestia. It lies in the fact that Celestia is aware of the sexual insatiability of humans and wants to protect her cute little ponies from a lustful monster. However, then the question remains open: who planted the book on the threshold of Anon's house?
Anyway, I am waiting for the following parts. Especially I'm waiting for the submission of a little purple know-it-all bitch.

If she was worried about Anon potentially sexually assaulting a pony, she could have just had a royal guard shadow Anon or had a agent like Bon Bon keep tabs on him or had him live in Canterlot where she could keep a closer eye on him. The fact that she sent a secret message to every single pony in all of Equestria and even sent a warning Sunset who lives in a different dimension.
She wouldn't go through this much trouble and take such extreme measures to ensure secrecy if it was something so simple. This implies a much deeper conspiracy.

The secrecy aspect of the request leads me to believe that either:
1) she fears him. There is something about him, some truth or unrealized power/potential about Anon. She could have just threatened him or thrown him in jail if she wanted, she is an absolute ruler. Her using such levels of caution implies that such levels of caution is justified.
2) she needs him to believe a certain way or have a certain perspective that will benefit her long term plans. If the efforts to isolate Anon romantically is not the goal in of itself, but rather a single step in a larger plan, then the secrecy might be justified. Perhaps she needs Anon to be sexually isolated and frustrated so that when she proposes a romantic mate for Anon. He will instantly accept without question and that will further her plans somehow.
To me the second option is the most likely. The seemingly irrational move by Celestia would make a lot more sense if it is part of a bigger plan for him and she needs him to willingly take certain actions.

In the story Celestia is very afraid to meet the human, because she, Luna and ancient ponies were genetically engineered to be sex slaves by an ancient, powerful, magic human empire that they overthrew. Celestia is worried, because seeing another human might trigger her dormant behavioral programming to be a human's slave.
Her acting out of fear to prevent a certain outcome is still a very valid possibility.
