I think that cover art is of Celestia and someone else. I mean if it’s Luna, where are her wings? Or her horn?

Based on the faint stripe in the hair and the color of the lingerie I think the other woman in the picture is a humanized pre-ascension Twilight Sparkle. As to why she doesn’t have a horn of her own my best guess is that the artist was going for Celestia to evoke a goddess/supernatural being to Twilight’s mortality. Or it’s jammed into Celestia’s skull and they’re abusing her immortality for extreme sadomasochism
